BACKGROUND <br /> The Pleasanton Police Officers' Association membership includes 75 of the City's sworn <br /> law enforcement personnel. The group is comprised of 13 police sergeants and 62 po- <br /> lice officers. The current Memorandum of Understanding (MOU) covering PPOA mem- <br /> bers is for the period June 1, 2017 through May 31, 2020. Representatives of the City <br /> met and conferred with representatives of PPOA and developed a successor agreement <br /> with a three-year term ending May 31, 2023. <br /> DISCUSSION <br /> In accordance with the Meyers-Milias-Brown Act, the parties are required to meet and <br /> confer in good faith over items covered within the scope of representation, including <br /> wages, hours and other terms and conditions of employment. The significant results of <br /> the negotiations include: <br /> Term of Agreement: The expiration date of the proposed MOU is May 31, 2023. The <br /> term of this contract covers the same time period as the recently expired agreement and <br /> is consistent with previous contracts secured with the PPOA. <br /> Wage Adjustments: Historically, the two primary factors considered in wage adjustment <br /> discussions are: market data obtained from neighboring agencies that are similar in size <br /> and perform law enforcement services, and the consumer price index (CPI), which <br /> reflects the general cost-of-living increase in the San Francisco-Oakland-San Jose area <br /> (approximately 2.2% in December 2019). In addition, there are currently unique labor <br /> market conditions to consider. The labor market is facing a shortage of experienced law <br /> enforcement officers. As a result, the City and surrounding agencies are experiencing <br /> recruitment and retention challenges. The recently expired MOU provided three <br /> separate wage adjustments of 3.5% in October 2017, 3% in June 2018 and 3% in June <br /> 2019. The proposed contract includes three separate wage adjustments of 4.25% in <br /> June 2020, 3% in June 2021 and 3% in June 2022. <br /> Other Changes: <br /> Training — In our commitment to maintain a highly trained law enforcement <br /> agency, all PPOA members will be required to participate in comprehensive <br /> training in the following areas: <br /> • Crisis Intervention (C.I.T.) <br /> • Diversity and Inclusion/Cultural Competency <br /> • Working with our Homeless Population <br /> CONCLUSION <br /> This report introduces the key elements of the successor MOU with the Pleasanton <br /> Police Officers' Association representing non-management sworn law enforcement <br /> personnel. All agreements reached between the parties during the meet and confer <br /> process are tentative until the contract, in its entirety, is ratified by members of the <br /> PPOA (this was completed in February) and approved by the City Council.
