Resolution No. PC-2003-29 <br />Page 9 <br />24. Design review applications for the construction of the custom homes, including <br />architectural house plans with landscaping, fencing, and any other accessory <br />structure, on each of the lots shall be submitted to the Planning Director for review <br />and approval prior to submittal of plans for a building permit. <br />25. All site improvements and construction activities shall be limited to the hours of 8:00 <br />a.m. to 5:00 p.m., Monday through Friday, excluding Federal holidays. Interior <br />improvements may be constructed during other hours if approved by the Planning <br />Director. All construction equipment must meet DMV noise standards and shall be <br />equipped with muffling devices. <br />26. The individual lot owners are encouraged to utilize "Green Building" practices in <br />constructing the new homes on this site. The lot owners shall use their best efforts to <br />implement the measures identified in the Alameda County Waste Management <br />Authority's New Home Construction Green Building Guidelines in the design, <br />construction, and operation of the proposed homes. The owners shall submit the most <br />recent ACWMA's residential green building checklist showing what measures they <br />will include in the custom home with their design review submittal, attempting to <br />meet the targeted goal currently set for Pleasanton homebuilders. The approved <br />green building measures shall be called out on a separate sheet of the building permit <br />plan set and shall be subject to review by the Planning Director. <br />27. The project developer shall submit a waste management plan to the Building <br />Department prior to issuance of a building or demolition permit. The plan shall <br />include the estimated composition and quantities of waste to be generated and how <br />the project developer intends to recycle at least 50% (fifty percent) of the total job site <br />construction and demolition waste measured by weight or volume. Proof of <br />compliance shall be provided to the Chief Building Official prior to the issuance of a <br />final building permit. During construction, the project developer shall mark all trash <br />disposal bins trash materials only" and all recycling bins "recyclable materials only". <br />Prior to submittal of the waste management plan, the project developer shall contact <br />Pleasanton Garbage Service to create a comprehensive plan for removal of all waste <br />and recycling from the site. <br />28. Every attempt should be made to retain all suitable heritage trees in the design of the <br />new residences on these lots. The project tree survey should be used as a reference as <br />to the general health and conditions of the existing trees. However, the Planning <br />Director may require individual tree reports as part of the design review application <br />process if he/she determines that the proposed development may have a potential <br />impact on the existing trees, or desires to assess the value of a tree proposed for <br />removal. Any tree proposed for removal shall be evaluated by an arborist for <br />potential transplanting to another area of the lot. The value of any heritage trees to be <br />removed shall be appraised and shall be paid to the City's Urban Forestry Fund at the <br />time of building permit issuance. Six 36" box size native trees shall be shown on the <br />proposed landscape plan for each new custom residence. <br />
