THE CITY OF <br /> # ° e 210 '"` CITY COUNCIL AGENDA REPORT 6 <br /> pLEASANTONc <br /> March 3, 2020 <br /> Engineering <br /> TITLE: APPROVE THE FINAL MAP, IMPROVEMENT PLANS, SUBDIVISION <br /> AGREEMENT, AND EASEMENT AND MAINTENANCE AGREEMENT FOR <br /> SUBDIVISION 7813, LOCATED AT 3459 OLD FOOTHILL ROAD <br /> SUMMARY <br /> PUD 58, and Vesting Tentative Map 7813, for the property located at 3459 Old Foothill <br /> Road where approved in 2006 and 2007, respectively. The approvals entitled the <br /> approximately 30-acre hillside property to be divided into eight custom home lots to be <br /> located on approximately eight acres near the center of the property, with the <br /> surrounding 22 acres being dedicated to the City as open space. The vesting tentative <br /> map was extended several times, both administratively by the City, as allowed in the <br /> Map Act, and by State of California legislation that was enacted due to the Great <br /> Recession. In 2014, before the expiration of the vesting tentative map (with extensions), <br /> the City and the property owners entered into a development agreement whereby the <br /> 22 acres were deeded to the City and the vesting tentative map was extended for a <br /> period of ten years. The Final Map, Subdivision Improvement Plans, and other required <br /> project documents for the eight-acre development are now complete. Staff recommends <br /> that City Council approve the Final Map, Improvement Plans, Subdivision Agreement, <br /> and Easement and Maintenance Agreement for Subdivision 7813. <br /> RECOMMENDATION <br /> 1. Approve the Final Map, Improvement Plans, and Subdivision Agreement for Tract <br /> 7813. <br /> 2. Approve the Easement and Maintenance Agreement over a portion of the City- <br /> owned approximately 22-acre open space parcel for maintenance of the required <br /> landscaped fire buffer surrounding the development, and maintenance of the <br /> stormwater bio-retention facility. <br /> 3. Authorize the City Manager to enter into the Subdivision Agreement and Easement <br /> and Maintenance Agreement. <br /> 4. Accept all street right-of-way and easements offered for dedication on the Final Map. <br /> FINANCIAL STATEMENT <br /> There will be a minimal increase to city expenses for the maintenance of public <br /> improvements. Tax revenue and utility fees generally cover the increased cost to <br /> provide services and maintain infrastructure. <br />
