This was proposed by <br /> a tobacco retailer, who stated this is required in Canada and the United Kingdom. Staff is not recommending <br /> that"go dark" or any other tobacco-focused advertising restrictions be implemented due to First Amendment <br /> concerns about content-based speech restrictions. States and big tobacco companies have already reached a <br /> settlement agreement about some tobacco advertising restrictions. <br />
