Steve Van Dorn, EVC member, expressed his support for the item and feels it is right for local <br /> businesses. <br /> Vice Mayor Narum closed the public comment <br /> Vice Mayor Narum asked for an amendment to have staff monitor the trade services for two <br /> years. Assistant City Attorney Seto clarified the monitoring is already captured in the ordinance. <br /> MOTION: It was m/s by Brown/Testa to intoduce and waive first reading of Ordinance No. 2205 <br /> to amend Municipal Code Chapter 3.28 to add a local preference for Pleasanton-based <br /> businesses when tie bids are submitted, and provide a bid calculation preference of five percent <br /> up to $5,000 per transaction for supplies, equipment and trade services; and adopt and waive full <br /> reading of Resolution No. 20-1130 with related changes to the Purchasing Procedures and <br /> Manual, and that the local preference as applied be evaluated for two years to determine if there <br /> are any adverse effects. Motion passed by the following vote: <br /> Ayes: Councilmembers Brown, Pentin, Testa, Vice Mayor Narum <br /> Noes: None <br /> Absent: Mayor Thorne <br /> MATTERS INITIATED BY COUNCIL <br /> Vice Mayor Narum noted the recent passing of former BART Director Bob Allen on January 17. <br /> Councilmember Testa and Vice Mayor Narum reported attendance at the Make a Difference Festival <br /> and acknowledged Ron Sutton, Ken Mano and Jerry Long for organizing the event. <br /> Councilmember Pentin reported the Livermore Amador Valley Transit Authority autonomous vehicle <br /> pilot project will begin in Dublin by the end of January. <br /> Councilmember Narum noted that the joint City Council/School District meeting is scheduled for April <br /> 27, 2020. <br /> COUNCIL REPORTS - None <br /> ADJOURNMENT <br /> There being no further business, the meeting was adjourned at 8:43 p.m. The Council extended a <br /> tribute to our nation's men and women serving in the military.
