THE CITY OF 9 <br /> CITY COUNCIL AGENDA REPORT <br /> pLEASANTON <br /> February 18, 2020 <br /> Operations Services <br /> TITLE: APPROVE AMENDMENT TO CONTRACT WITH CD & POWER TO <br /> INCREASE THE AMOUNT FROM $150,000 TO $250,000 PER YEAR FOR <br /> THE REPAIR AND REPLACEMENT OF GENERATORS <br /> SUMMARY <br /> Starting in July of 2019, the City entered into year one of a three-year contract with CD <br /> & Power for the repair and replacement of generators that are used at pump stations <br /> within the City's water, sewer, and storm drain systems. These generators provide <br /> backup power in the event of a PG&E power outage, allowing pump stations to continue <br /> to operate as required. Many of the City's pump stations have permanent generators <br /> which are installed at the site and provide dedicated backup power to the pump station. <br /> For pump stations that do not have a permanent generator, the City relies on a small <br /> fleet of City owned portable generators that can be brought out to a site as needed. <br /> For the 2019 wildfire season, PG&E implemented a public safety power shutoff (PSPS) <br /> program during extreme fire conditions. This presented a risk to the operation of the <br /> City's water and sewer systems due to the unprecedented number of pump station sites <br /> losing PG&E power simultaneously. The PSPS program also presented a similar risk to <br /> the Castlewood water system, which is owned by Alameda County and operated by the <br /> City. To mitigate the risk in these systems, the City increased its portable generator fleet <br /> with the rental of additional portable generators through its contract with CD & Power. <br /> To accommodate these rental expenses, which are in addition to generator repair and <br /> replacement expenses, staff is seeking to amend the current contract with CD & Power <br /> by increasing the yearly not to exceed amount from $150,000 to $250,000 for FY <br /> 2019/20. Since PG&E plans to continue its PSPS program into the foreseeable future, <br /> staff is also seeking this same yearly increase for FY 2020/21 and FY 2021/22. <br /> RECOMMENDATION <br /> Authorize the City Manager to amend the contract with CD & Power by increasing the <br /> yearly not to exceed amount from $150,000 to $250,000 for FY 2019/20 through FY <br /> 2021/22. <br />
