CONCLUSION <br /> Once City Council previously approved PARS investment strategies, policy guidelines <br /> and the initial $28 million investment. The performance of these funds, particularly the <br /> Conservative Portfolio suggests the City can increase investment earnings beyond that <br /> which the City's investment portfolio earns that will be available to cover future <br /> increased pension contributions.
