related energy use. As a result, construction energy impacts would be considered <br /> less than significant. And because the Project would be consistent with energy <br /> efficient building standards and promote transportation energy efficiency, it <br /> would not result in the wasteful, inefficient, and unnecessary consumption of <br /> energy or preclude opportunities for improving overall fuel efficiency and future <br /> energy conservation. The Project also would not conflict with or obstruct a state <br /> or local plan for renewable energy or energy efficiency. As a result, operational <br /> energy impacts would be considered less than significant. (See Response to <br /> Comments 2-1,2-2; Energy Resources Technical Memorandum section 3.2.) <br /> V. FINDINGS REGARDING IMPACTS THAT ARE LESS THAN SIGNIFICANT <br /> WITH MITIGATION INCORPORATED <br /> The Revised Final SEIR determined that the Project has potentially significant <br /> environmental impacts in the areas discussed below, and identified feasible mitigation measures <br /> to avoid or substantially reduce some or all of the environmental impacts in these areas. Based <br /> on the information and analyses set forth in the Revised Final SEIR, all but five of the impacts of <br /> the Project will be avoided or substantially reduced to less than significant with identified <br /> feasible mitigation measures incorporated into the Project. <br /> The City Council agrees with the characterizations in the Revised Final SEIR with <br /> respect to all impacts initially identified as"significant" or"potentially significant"that would <br /> be rendered less than significant with implementation of the mitigation measures identified in the <br /> Revised Final SEIR and RMMRP. In accordance with CEQA Guidelines §15091(a), a specific <br /> finding is made for each impact and its associated mitigation measures in the discussions below. <br /> The City Council again ratifies,adopts and incorporates the full analysis, explanation, findings, <br /> responses to comments and conclusions contained in the Revised Final SEIR, including but not <br /> limited to the following: <br /> Air Quality <br /> Impact 4.B-1 <br /> Construction activities within the area of the Project would result in increased emissions <br /> of fugitive dust, criteria air pollutants, and TACs from construction activities. <br /> The Revised Final SEIR evaluates the impacts on air quality that would result from <br /> construction and operation activities that would take place within the area of the Project. The <br /> assessment includes the potential for the Project to violate an air quality standard or contribute <br /> substantially to an existing or projected air quality violation, to result in a cumulatively <br /> considerable net increase of any criteria pollutant for which the region is in non-attainment, or to <br /> expose sensitive receptors to substantial pollutant concentrations, including odors. Air quality <br /> effects related to the Project are evaluated against State and federal ambient air quality standards, <br /> as well as the standards established by BAAQMD. <br /> Significance Before Mitigation: Significant <br />
