Resolution 20-1130 <br /> Page 17 <br /> 4.3.3.4. Submit properly coded invoice with agreement in accordance with <br /> administrative guidelines. <br /> 4.3.4. $200,000.01 and above: City Council Approval with Formal Bidding <br /> 4.3.4.1. Issue a Notice Inviting Formal Bids in a newspaper of general <br /> circulation and all appropriate trade journals at least fifteen calendar <br /> days prior to bid opening. Bids must be received in a sealed envelope by <br /> a specific time, date, and location. <br /> 4.3.4.2. Formal plans, specifications, and bid documents must be issued in <br /> accordance with the State Public Contracts Code §22037. <br /> 4.3.4.3. Bid must be awarded to the Lowest Responsive and Responsible Bidder. <br /> City Council approval is required. <br /> 4.3.4.4. City Public Works Agreement, As-Needed Goods and Services <br /> Agreement (with maximum term of five years), or other appropriate City <br /> agreement is required. <br /> 4.3.4.5. Submit properly coded invoice with agreement in accordance with <br /> administrative guidelines. <br /> 4.4 Grant Funded Procurement <br /> 4.4.1 The City will adhere to procurement requirements of granting agencies8 when <br /> they are more restrictive than those contained in the City's Purchasing <br /> Procedures and Manual. <br /> 8 For example,the City will adhere to Chapter 10 of Caltrans' Local Assistance Project Manual (LAPM)when <br /> implementing federally funded projects administered by Caltrans. <br />
