Mayor Thorne requested that that each commission evaulate provide Council a status update on <br /> voting youth members after its one-year implementation period. <br /> Councilmember Narum thanked Mr. Sedlak for his comments and expressed her support. <br /> MOTION: It was m/s by Brown/Testa to intoduce and waive first reading of Ordinance No. 2202. <br /> to amend Municipal Code §§2.28.030, 2.32.030, 2.34.030 and 2.39.030 to allow voting by youth <br /> members of the Human Services, Parks and Recreation, Library and Civic Arts Commissions as <br /> recommended by the Youth Commission and with the conditon that staff return to Council in one <br /> year to provide a status report. Motion passed by the following vote: <br /> Ayes: Councilmembers Brown, Narum, Testa, Mayor Thorne <br /> Noes: Councilmember Pentin <br /> Absent: None <br /> 13. Continued from November 19, 2019 — Public Hearing: Introduction of an ordinance to approve <br /> the application of Abbas Mash to demolish existing approximately 3,510-square-foot restaurant <br /> building; rezone the subject parcel from C-F (Freeway Commercial) District to PUD-C (Planned <br /> Unit Development - Commercial) District; and construct an approximately 10,980 square-foot, <br /> single-story, multi-tenant commercial building and related site improvements at 6455 Owens Drive <br /> Associate Planner Eric Luchini provided a brief description of the property site and noted the <br /> surrounding area is comprised of mainly commercial and office use. He presented the site plan <br /> and noted the project consists of a single building with parking in the rear. He also noted the <br /> project would be maintaining a large landscaping buffer along Owens Drive. <br /> Associate Planner Luchini presented the proposed building architecture and advised it will be <br /> consistent with the buildings in the area. He presented a building use list and noted that vehicle <br /> storage, auto sales, warehousing, and medical offices would be less desirable for the location. <br /> On-site parking and trip generation would be key factors in determining the ultimate mix and size <br /> of supported uses for the site. Advised that General Plan consistency PUD zoning, <br /> architecture/building design, uses and traffic were all analyzed and that a Traffic Impact Analysis <br /> (TIA) was prepared which included both near and long-term impacts. <br /> Associate Planner Luchini advised that in the near term the study intersections would worsen, but <br /> all study intersections would continue to operate at an acceptable Level of Service (LOS). He <br /> advised that in the long term the southbound driveway approach at Owens Drive and the western <br /> driveway would deteriorate from LOS E to LOS F during both the AM and PM peak hours. <br /> Additionally, an increased number of U-turns necessitated new median mitigations could increase <br /> queue lengths at the Johnson Drive and Owens Drive intersection. <br /> Associate Planner Luchini advised that based on the TIA findings, conditions of approval include: <br /> construction of a raised channel median at the intersection of Owens Drive and western driveway <br /> to permit right-in and right-out traffic only; creation of a Traffic Impact Fund (TIF) to cover the <br /> City's expenses for any signal timing changes in the immediate vicinity; and the installation of <br /> American with Disabilities Act (ADA) compliant ramps on both sides of Johnson Court and the <br /> installation of a crosswalk. <br /> Associate Planner Luchini discussed the existing traffic issues at the Chik-Fil-A queuing area that <br /> is currently being monitored by staff, and the pending improvements including the widening of <br /> Hopyard Road to provide a separate southbound right-turn lane from Hopyard to Owens. A <br /> recommended condition of approval would require the applicant to grant the City an 8-foot wide <br /> easement along the Owens Drive frontage to facilitate construction of a 14-foot-wide mixed-use- <br /> path with a protected bike lane. <br /> City Council Minutes Page 4 of 9 December 17, 2019 <br />
