that growth, the grocery sector may initially be affected but it is expected to grow, and existing <br /> facilities are not expected to be negatively impacted. <br /> Commissioner Balch referenced the Planned Unit Development (PUD) conditions and staff- <br /> level approval in the future and inquired whether that was to benefit the City and also whether <br /> those would be presented to staff as a Zoning Administrator or staff-level approval. <br /> Mr. Luchini confirmed. <br /> Mr. Dolan clarified that an over-the-counter process would include staff's review of the <br /> application and plans, as though it were to come before Planning Commission, but it would not <br /> be required to come before the Planning Commission. <br /> Commissioner Pace inquired about which conditional items would come before the <br /> Commission. <br /> Mr. Dolan responded that the conditional items as outlined in the chart as "C" would come <br /> before the Commission. <br /> Commissioner Balch inquired about 40 percent compact parking and confirmed it was a <br /> standard code requirement and questioned as to how the percentage relates to this Costco <br /> location. <br /> Mr. Luchini noted he did not believe Costco was at the full 40 percent compact parking and he <br /> recommended keeping the project area in mind, which may develop with a less intensive use. <br /> Mr. Dolan responded that it will come as a design review and parking will be evaluated at that <br /> time. <br /> Commissioner Ritter inquired if the primary change being brought forward pertains to air <br /> quality and traffic. <br /> Mr. Luchini confirmed it is about air quality impacts and clarified the new analysis identified <br /> only one new impact and the mitigation would allow it to be reduced to less than significant and <br /> he described the 2017 EIR air quality impacts which are now less than significant, given <br /> changes to the project. <br /> Commissioner Balch inquired about the preliminary approval granted by Caltrans as it relates <br /> to the freeway off-ramp traffic and asked if this has been approved. <br /> Mr. Dolan confirmed. <br /> Commissioner Ritter commented that the Caltrans process did not stop, and Mr. Dolan replied <br /> how cooperative Caltrans had been in allowing the City to work on it so as not to lose time. <br /> Chair Allen asked and confirmed with Mr. Dolan that if the Caltrans process was delayed it <br /> would delay occupancy for Costco but not the other uses in Phase 1. <br /> Excerpt: Planning Commission Minutes, December 11, 2019 Page 2 of 6 <br />
