consultation among the Tri-Valley water agencies. The funding water agencies <br /> ("partners" in this Task Order) desire to work in close partnership on further technical <br /> studies for a regional potable reuse project as well as a community engagement <br /> program on the need to improve the Tri-Valley's water supply reliability. The partners <br /> intend for the studies and community engagement program to be jointly managed by a <br /> project/program management team consisting of staff from each agency. <br /> The Task Order to the Tri-Valley Intergovernmental Reciprocal Services Master <br /> Agreement lists the various studies and programs that the partners will collaborate on <br /> and jointly fund and manage, and which Zone 7 will be reimbursed for. These <br /> studies/programs include: <br /> • Desktop Groundwater Contaminant Mobilization Study <br /> • Groundwater Investigations <br /> • Injection Well Siting Study <br /> • Independent Advisory Panel <br /> • Communications Program <br /> • Other Efforts in Support of a Regional Potable Reuse Project <br /> Studies related to groundwater will consider how the presence of PFAS will impact the <br /> groundwater basin and determine to what extent further evaluation of PFAS will need to <br /> be studied. The scope of work, estimated cost, and a preliminary schedule for each <br /> study and program are provided in the Task Order (Attachment 1). <br /> The total cost of partners' shared efforts is $1 million. Although specific tasks, studies, <br /> and programs may vary from the amounts shown in Attachment 1, the total joint effort <br /> will not exceed $1 million without the execution of a subsequent Task Order or <br /> amendment by the participating agencies. <br /> Initially, the four public water agencies — Zone 7, DSRSD, City of Pleasanton, and City <br /> of Livermore —will share in costs up to $250,000 each. These water agencies will <br /> encourage Cal Water to seek corporate approval and California Public Utilities <br /> Commission approval to participate in costs, up to $200,000. If Cal Water does <br /> participate, the portion of each water agency's contribution will be reduced on a pro-rata <br /> basis, depending on the level of Cal Water's participation. A separate agreement may <br /> be warranted if Cal Water participates at a later time. <br /> Zone 7 and the retailers have formed a Steering Committee with representatives from <br /> all the agencies to oversee policy issues related to the studies and other program <br /> efforts. Additionally, a Project Management Committee consisting of technical staff has <br /> been formed to make recommendations on the selection of consultant(s), and the <br /> technical work of various studies and programs, with a designated project manager from <br /> one of the partner agencies. While Cal Water is not a partner in this Task Order, <br /> company representatives will participate in the Steering Committee and the Project <br /> Management Committee. <br /> Zone 7 will serve as the Lead Agency, including serving as the contract administrator for <br /> consulting services, issuing request for proposals, and awarding consulting contracts. <br /> Page 3 of 4 <br />
