JOINTLY FUNDED POTABLE REUSE STUDIES AND OTHER EFFORTS* <br /> (as of December 9,2019) <br /> TASK DESCRIPTION ESTIMATED <br /> CONSULTANT <br /> COST <br /> Desktop GW Contaminant A consultant will evauate the potential for groundwater contaminant $100,000 <br /> Mobilization Study mobilization if purified water is introduced to groundwater,and <br /> identify potential mitigation strategies.This could involve sampling of <br /> native groundwater and prediction of the water quality of purified <br /> water,geochemical analysis of soil samples,and evaluation of <br /> existing groundwater quality and well operations data.A desktop <br /> geochemical model (e.g., using Geochemist's Workbench software) <br /> will be used. <br /> Groundwater Building on the results of the desktop study,a consultant will $400,000 <br /> Investigations(e.g., complete a field and laboratory study to better characterize the <br /> leaching study,tracer potential for contaminant mobilization and characterize the <br /> study) suitability of various locations for the siting of injection wells.Core <br /> samples will be collected from the groundwater basin and laboratory <br /> experiments will be conducted.A tracer study to evaluate travel <br /> times may also be completed. <br /> Injection Well Siting Study A consultant will guide site selection for potential injection wells $100,000 <br /> through a detailed analysis of the groundwater basin's hydrogeology, <br /> expected travel time to production wells,infrastructure proximity <br /> and availability,land area to support construction and operation of <br /> the injection wellfield/s,optimization of Zone 7's salt management <br /> strategies,impacts to delivered water quality,etc.This will be <br /> coordinated with other related efforts being conducted over <br /> 2020/2021(e.g.,Contaminant Mobilization Study and Zone 7's Well <br /> Implmentation Plan Update). <br /> Communications A consultant will develop a strategic plan for consistent regional $200,000 <br /> communications on issues related to Tri-Valley water supply <br /> reliability,including the evaluation of options such as potable reuse. <br /> The consultant would also provide support in developing the <br /> appropriate materials,coordinating efforts amongst retailer and Zone <br /> 7 communications staff,conducting workshops,and other related <br /> efforts as-needed. <br /> Independent Advisory A consultant will convene and facilitate a committee comprising $100,000 <br /> Panel technical, regulatory,and environmental experts in the area of <br /> potable reuse to address questions regarding project feasibility and <br /> optimization as well as addressing public concerns regarding safety <br /> etc.This body would provide an unbiased perspective,and would <br /> provide recommendations on next steps for the project after various <br /> efforts are completed in 2020 and 2021.The budget will also cover <br /> the participation of panelists(e.g.,travel). <br /> Other Efforts(e.g., This item covers other efforts necessary to advance potable reuse, $100,000 <br /> institutional analysis, including tracking of grant opportunities and preparation of grant <br /> grants,etc.) materials,institutional analysis to identify and evaluate potential <br /> arrangements among the agencies,etc. <br /> TOTAL $1,000,000 <br /> *Scope and costs may be modified based on discussions with consultants and advice from the Independent Advisory Panel. <br />
