THE CITY OF 9 <br /> LAXfT6 . <br /> CITY COUNCIL AGENDA REPORT <br /> February 4, 2020 <br /> Operations Services <br /> TITLE: AUTHORIZE EXECUTION OF A TASK ORDER WITH ZONE 7 WATER <br /> AGENCY TO THE TRI-VALLEY INTERGOVERNMENTAL <br /> RECIPROCAL SERVICES MASTER AGREEMENT FOR TRI-VALLEY <br /> POTABLE REUSE PRELIMINARY STUDIES AND COMMUNITY <br /> OUTREACH AND EDUCATION <br /> SUMMARY <br /> At the July 24, 2019, Tri-Valley Water Liaison Committee (Committee) meeting, which <br /> includes elected representatives from the cities of Dublin, Livermore, Pleasanton, and <br /> San Ramon, Dublin San Ramon Services District (DSRSD), and Zone 7 Water Agency <br /> (Zone 7), as well as corporate representation by the California Water Service Company <br /> (Cal Water), the Committee discussed and supported further study of a regional potable <br /> reuse project. The Committee determined that joint collaborative efforts by the Tri-Valley <br /> water agencies should be undertaken to: 1) further technical and institutional study of <br /> potable reuse, 2) continue to evaluate other water supply reliability options, and 3) <br /> develop a community education and outreach program to educate the Tri-Valley <br /> residents and businesses on the region's water supply challenges and potential <br /> solutions. Committee representatives from the cities of Pleasanton and Livermore, <br /> DSRSD, and Zone 7 expressed support for joint funding of such efforts. Cal Water, a <br /> private investor-owned utility, may later become a partner in sharing the costs of further <br /> study. <br /> Staff, in coordination with the other agencies, have outlined various studies and <br /> programs that the Tri-Valley water agencies will collaborate on and jointly fund and <br /> manage through a Task Order under the Agreement. The total Task Order amount shall <br /> not exceed $1 million for consulting services for various studies, with a maximum <br /> amount of$250,000 for each partner. <br /> RECOMMENDATION <br /> Authorize the City Manager to execute a Task Order with Zone 7 Water Agency under <br /> the Tri-Valley Intergovernmental Reciprocal Services Master Agreement for Tri-Valley <br /> Potable Reuse Preliminary Studies and Community Outreach and Education for a not- <br /> to-exceed amount of $250,000. <br /> FINANCIAL STATEMENT <br /> The potable reuse studies and community outreach and education will be funded by CIP <br /> No.18151, which currently has a fund balance of $300,000. <br />
