Planning Commission, January 22, 2020 <br /> Commissioners Present: Nancy Allen, Jack Balch, Justin Brown, Greg O'Connor and <br /> Brandon Pace <br /> Commissioners Absent: Herb Ritter <br /> PUD-89-06-08M, Gabriela Marks/Marks Architects, Inc. for Jinglebells LLC <br /> Application for a Planned Unit Development (PUD) Major Modification approval to <br /> remove an existing PUD (PUD-89-6) condition of approval prohibiting a drive-through <br /> restaurant on "Pad B" within Phase Ill of the Rose Pavilion Shopping Center. The <br /> proposed modification would facilitate the demolition of an existing oil change facility <br /> and the construction of a new approximately 1,649-square-foot drive-through Taco Bell <br /> restaurant and related site improvements on "Pad B" located at 4210 Rosewood Drive. <br /> Zoning for the property is PUD-C (Planned Unit Development — Commercial) District. <br /> Action Recommended: Denial of application <br /> Action taken: Motioned to recommend approval of the requested PUD <br /> modification, with direction to staff to return on <br /> February 12, 2020 with a resolution consistent with the <br /> Commission's motion. <br /> Vote: 5-0 <br /> PUD-135, P19-0030, P19-0031 and Vesting Tentative Map 8528, Alaina Stewart / <br /> Bringhurst, LLC <br /> Applications at an approximately 3.28-acre site for: (1) amendments to the North <br /> Sycamore Specific Plan (NSSP) to: a) change the land use designation of an <br /> approximately 1.01-acre portion of the site from Planned Unit Development — <br /> Agricultural (PUD-A) to Planned Unit Development — Medium Density Residential (PUD- <br /> MDR); b) allow the proposed PUD-MDR lots to have access from Sycamore Creek <br /> Way; c) allow one of the PUD-A lots to be less than one acre in area; and d) realign the <br /> planned public trail on the project site; (2) rezoning an approximately 1.01-acre portion <br /> of the site from Planned Unit Development —Agricultural (PUD-A) District to Planned <br /> Unit Development — Medium Density Residential (PUD-MDR) District; (3) PUD <br /> development plan approval for a five-lot single-family residential development with <br /> related on- and off-site improvements; and (4) Vesting Tentative Subdivision Map <br /> approval to subdivide the 3.28-acre parcel into five residential lots for four new homes <br /> and one existing home. Zoning for the site is Planned Unit Development - Agricultural <br /> (PUD-A) District. <br /> Action Recommended: Denial of application <br /> Action taken: Planning Commission supported a recommendation for <br /> approval of a five-lot subdivision, with modifications to <br /> address the size and visual appearance of the home on Lot <br /> 1 .
