Resolution No. PC-2003-01 <br />Page 21 <br />104. The project developer shall submit a dust control plan or procedure as part of the improvement <br />plans. <br />105. The design of the water supply and sanitary sewer systems shall be subject to the review and <br />approval of the City Engineer. <br />106. Approval of the storm drainage system shall be subject to the review and approval of the City <br />Engineer and Zone 7> as applicable, to determine that the system is adequate, connects to an <br />approved point of discharge, meets any and all applicable requirements of the Alameda County <br />Flood Control District -Zone 7, and meets the immediate and long-range requirements of this <br />development. <br />107. The project developer shall be responsible for the installation of the street lighting system <br />serving the development. The street lights shall be 70-watt, high pressure sodium vapor units <br />mounted on poles designed in conformance to the design standards specified in the "Vineyard <br />Village Landscape Design Guidelines" dated July 19, 2000. The light pole design shall be <br />submitted with the final subdivision map application for review and approval by the Planning <br />Director before approval of the final subdivision map. Approval for the number, and location of <br />poles shall be subject to the review and approval of the City Engineer. <br />108. Any damage to existing street improvements during construction on the subject property shall be <br />repaired to the satisfaction of the City Engineer at full expense to the project developer. This <br />shall include slurry seal, overlay, or street reconstruction if deemed warranted by the City <br />Engineer. <br />109. The project developer's contractor(s) shall obtain an encroachment permit from the City Engineer <br />prior to moving any construction equipment onto the site. <br />110. The project developer shall obtain all necessary State and Federal agency environmental permits <br />before approval of the final subdivision map or, at the discretion of the City Engineer and <br />Planning Director, the issuance of a grading permit. <br />Urban Stormwater Runoff Requirements: <br />111. The project developer shall install a structural control(s), such as oil/water separator(s), sand <br />filter(s), or approved equal(s) as determined by the City Engineer and the Regional Water <br />Quality Control Board on the site to intercept and pretreat storm water prior to reaching the <br />storm drain. The design, locations, and a schedule for maintaining the separator shall be <br />submitted to the City Engineer/Director of Building Safety for review and approval prior to <br />approval of the final subdivision map. The structural control shall be cleaned at least twice a <br />year: once immediately prior to October 15 and once in January. The owners of Lots I through 5 <br />shall maintain the oil/water separator. The wording for the maintenance agreement shall be <br />submitted to the City Attorney for review and approval before recordation of the final <br />subdivision map and shall run with the land. <br />112. The project developer shall label all on-site storm drain inlets with the wording, "No Dumping -- <br />Drains to Bay" using City-approved methods and materials. On-site storm drain facilities shall <br />be cleaned a minimum of twice a year as follows: immediately prior to October 15 and once in <br />PUD-0I-IM, Conditions ofApprova!
