MANDATORY FINDINGS OF SIGNIFICANCE <br /> Less Than <br /> Significant <br /> Potentially Impact With Less Than <br /> Significant Mitigation Significant No <br /> Issues Impact Incorporated Impact Impact <br /> Would the project: <br /> a) Does the project have the potential to degrade the X <br /> quality of the environment, substantially reduce the <br /> habitat of a fish or wildlife species, cause a fish or <br /> wildlife population to drop below self-sustaining <br /> levels, threaten to eliminate a plant or animal <br /> community, reduce the number or restrict the range <br /> of a rare or endangered plant or animal or eliminate <br /> important examples of the major periods of California <br /> history or prehistory? <br /> b) Does the project have impacts that are individually X <br /> limited, but cumulatively considerable? <br /> ("Cumulatively considerable" means that the <br /> incremental effects of a project are considerable <br /> when viewed in connection with the effects of past <br /> projects,the effects of other current projects, and the <br /> effects of probable future projects)? <br /> c) Does the project have environmental effects, which X <br /> will cause substantial adverse effects on human <br /> beings, either directly or indirectly? <br /> DISCUSSION <br /> a) The project is located on a site containing a segment of Sycamore Creek and <br /> a single-family residence. The Biological Resources Analysis Report by <br /> Olberding Environmental, Inc. found no significant habitat or fish, wildlife, or <br /> plant species existing on the subject site. There are no rare, endangered, or <br /> threatened species known to inhabit the subject property, nor are there <br /> historic resources. Therefore, the project would have a less-than-significant <br /> impact on biological and cultural resources. <br /> b) Constructing this project would incrementally increase impacts related to <br /> certain environmental factors as detailed in the preceding sections. However, <br /> given that the site is an infill location, surrounded by residential development, <br /> the increases would not be cumulatively considerable. Therefore, this <br /> potential impact would be less than significant. <br /> 47 <br /> 45 <br />ally or cumulatively, a level of service standard <br /> established by the Alameda County Congestion Management Agency for <br /> designated roads or highways.
