Bringhurst LLC at 990 Sycamore Road <br /> Initial Study and Negative Declaration <br /> f) For a project within the vicinity of a private airstrip, <br /> would the project expose people residing or working <br /> in the project area to excessive noise levels? <br /> DISCUSSION <br /> a) For single-family housing projects, the City's General Plan generally requires <br /> backyard areas not exceed 60 dBA Ldn and indoor noise levels not exceed 45 <br /> dBA Ldn. The subject site is located approximately 730 feet outside of the future <br /> (2025) 60 dBA Ldn noise contour along 1-680 and Sunol Boulevard as indicated <br /> in the 2005 - 2025 Pleasanton General Plan. Therefore, the noise level at the <br /> project site is not expected to exceed the General Plan exterior noise <br /> standard. Standard residential construction techniques result in a 15-20 dBA <br /> Ldn reduction of outside noise. Since the outdoor noise levels at the subject <br /> site would be less than 60 dBA Ldn, the interior noise standard of 45 dBA Lan <br /> would be met. Therefore, the impact would be less than significant. <br /> b) Construction activities could contribute to short-term increases in vibration <br /> due to construction equipment, earthmoving, and vertical construction <br /> activities. No excessive vibration is anticipated during operation of the <br /> residential project. Therefore, the impact would be a less than significant. <br /> c,d) The development of the project would generate added noise, such as vehicle <br /> travel and landscape maintenance activities. However, noise levels are not <br /> expected to change substantially from those currently experienced in the <br /> area because overall activity levels at the site would be modest. <br /> Short-term construction noise would be generated at the project site. <br /> Conditions of approval for the project would limit construction hours to 8:00 <br /> a.m. to 5:00 p.m., Monday through Friday, with no work Saturdays, Sundays or <br /> holidays. The Director of Community Development may approve earlier <br /> construction "start times" or later "stop times" only for specific construction <br /> activities (e.g., concrete pouring) if it can be demonstrated that the <br /> expanded construction hours are necessary (e.g., the concrete foundations <br /> need to be poured early due to weather conditions). Construction equipment <br /> would be required to meet Department of Motor Vehicles (DMV) noise <br /> standards and be equipped with muffling devices. As a result, these items <br /> would be less than significant. <br /> e,f) The project site is approximately five miles from the Livermore Municipal <br /> Airport, outside of the airport land use plan area, and not within the vicinity of <br /> a private airstrip.
