Provide feedback on the trail realignment located at 990 Sycamore Road Ms. Soo explained that the North Sycamore Specific Plan (NSSP) shows a multi-use trail that follows Sycamore Creek through the proposed 5-lot development plan. She stated that the proposal would realign this segment of the trail by extending the trail that is located within the adjacent Bridle Creek development to Dale Way and then to Sycamore Road. She asked if there were any comments or feedback. Vice-Chair Ritter asked if there were any objections from surrounding neighbors. Ms. Soo responded that neighbors have been supportive of the proposed trail. Vice-Chairperson Ritter made a motion to approve, seconded by Todd Nelson. The motion was approved. 5. Review annual bicycle and pedestrian collision data Mr. Nelson explained that the 2019 Annual Collision Analysis compiles the 2018 collision data which is used to determine and correct any problems or patterns. Chairperson Bowers commented that the number of bicycle and pedestrian collisions appears very low. Mr. McGinnis commented on the southbound 1-680 at Sunol exit — signs are blocking the line of sight from the sidewalk. He also noted that yellow traffic signals do not allow enough time for bicycles to clear the intersection and suggested that intersections with higher volume of cyclists should be adjusted. Mr. Tassano explained that bicycle detection will be a feature that will be included in upcoming equipment upgrades. Vice-Chairperson Ritter asked if there was a list of locations by priority to receive these upgrades. Mr. Tassano responded that they plan to go corridor by corridor and Foothill Road will be the first due to the high volume of cyclists that use it. West Las Positas would likely be next to receive these improvements, but Mr. Tassano hasn't finalized a prioritization list. In terms of what would be amenities, because a design for connection of a trail would be ready in the near term, she recommended funding be provided by the applicant to the City to be used for the highest priority projects in the bike and pedestrian master plan that deal with connectivity, especially in south Pleasanton. One in particular is the circuit bicyclists take from Sycamore to Foothill and then around Foothill. One of the key provisions is for a wider bike lane on Foothill so there is a logical connection to improving bicycling along the corridor here that is realistic in the near term and money can do that. She asked that staff look at other options along those lines, and how much of a contribution was realistic based on splitting the difference of the profit a land owner would receive by having the additional two parcels.
