PUBLIC NOTICE <br /> Notice of this application was sent to surrounding property owners and tenants within a <br /> 1 ,000-foot radius of the subject parcel and published in the newspaper. At the time this report <br /> was published, staff has not received any public comments. <br /> ENVIRONMENTAL ASSESSMENT <br /> This proposal is simply consideration for removing the condition of approval prohibiting a <br /> drive-through restaurant use on "Pad B." Any such proposal would be subject to separate <br /> discretionary review by the City, through consideration of a Conditional Use Permit. Since no <br /> development would be considered with this proposal, no environmental document <br /> accompanies this report. <br /> SUMMARY/CONCLUSION <br /> Staff believes the proposal to remove the condition of approval prohibiting a drive-through <br /> restaurant on "Pad B" is inconsistent with the goals, policies, and programs of the General <br /> Plan and the goals and strategies of the CAP. These inconsistencies include greater potential <br /> to create adverse Air Quality impacts due to the drive-through component of the proposed <br /> restaurant, which fails to meet the stated goals of the General Plan and CAP; as well as being <br /> inconsistent with goals to promote a pedestrian-oriented environment to encourage walking <br /> and bicycling. In summary, the drive-through component of the proposed restaurant would <br /> potentially increase vehicular trips and VMT, thereby reducing the number of customers <br /> walking or bicycling to "Pad B" and increasing fuel consumption from those trips and/or from <br /> idling vehicles waiting in the drive-through queue. As <br /> outlined in the findings in Exhibit A, staff believes the requested PUD Modification would be <br /> inconsistent with a number of General Plan goals and policies, and CAP strategies. <br /> Alternatively, the Planning Commission could: <br /> 1.
