• Constructing a noise screening structure such as a wall; and <br /> • Limiting hours of operation of the drive-through component of the proposal. <br /> Staff notes the proposed restaurant is unlikely to generate any significant noise impacts or <br /> result in a substantial change in ambient noise levels on sensitive receptors in the area given <br /> the existing noise levels generated by the surrounding commercial uses and vehicles traveling <br /> on Santa Rita Road, as well as the location of the drive-through queueing lane and ordering <br /> speaker and their distances from the closest sensitive receptors (approximately 490 feet from <br /> the existing residential uses to the east). Additionally, the drive-through queueing lane and <br /> ordering speaker are oriented facing away from the residential uses, generally along the <br /> western side of "Pad B" and behind the western side of the proposed restaurant to further <br /> reduce any noise impacts. A typical drive-through audio system generates approximately 75 <br /> decibels (dBa2) from a distance of 3 feet, 64 dBa from a distance of 20 feet, and 53 dBa <br /> generated from a distance of 70 feet. If supported, the proposed restaurant would be required <br /> to meet the maximum noise limit in the PMC of 70 dBa at the property plane. <br /> For informational purposes, the General Plan prescribes the following noise thresholds: <br /> • For residential uses, up to 60 Ldn3 is normally acceptable, while 60 to 75 Ldn is <br /> conditionally acceptable; and <br /> • For commercial uses, up to 70 Ldn is normally acceptable, while 70 to 80 Ldn is <br /> conditionally acceptable. <br /> The General Plan further indicates the closest residential uses to the east of "Pad B" currently <br /> experience 65 dBa Ldn given their adjacency to Santa Rita Road. <br /> Architectural Design <br /> "Pad B" is highly visible from Rosewood Drive. Accordingly, in discussing a potential design, <br /> staff directed the applicant to ensure the proposed restaurant would be reflective of the design <br /> character and quality typically seen in Pleasanton. Staff suggested the project incorporate <br /> traditional architectural elements into the overall design and to ensure the same level of detail <br /> is replicated on all four sides of the proposed restaurant. In addition, staff indicated franchise <br /> and/or prototype architecture would not be supported. As a reference, staff encouraged the <br /> applicant to consider modeling their design based on the new and recently implemented <br /> architectural styles/materials for Phases I and II of the Rose Pavilion Shopping Center across <br /> Rosewood Drive, particularly ensuring it would be compatible with the upgraded building <br /> design. <br /> Should the Planning Commission and City Council support the requested PUD Modification to <br /> allow for the proposed restaurant with a drive-through component, staff has suggested several <br /> modifications would be needed to the building design, including: <br /> • The east elevation should be redesigned to include windows/storefront facing <br /> Rosewood Drive. While this elevation represents the "back of house" for the proposed <br /> restaurant, additional consideration should be shown to provide high quality design for <br /> this prominent elevation that would be highly visible. <br /> 2 A-weighted decibels are an expression of the relative loudness of sounds in air as perceived by the human ear. <br /> 3 The day-night average sound level is the average noise level over a 24-hour period. <br /> PUD-89-06-08M, 4210 Rosewood Drive Planning Commission <br /> 13 of 15 <br />sign revisions and/or conditions of approval.
