Language is proposed for both the Municipal Code and Purchasing Procedures and <br /> Manual that would allow local preference provisions to be preempted in the event of an <br /> emergency. <br /> Policy considerations. As described above, policy interests for these local preferences <br /> include the City benefiting from sales tax revenues staying in the local economy, <br /> improved local economic vitality, and City support of Pleasanton-based businesses. <br /> Potential adverse effects of such local preferences could include fewer businesses <br /> submitting bids because they perceive the process as unfair, and the City paying higher <br /> costs due to local bidding advantage calculations. Given the current challenging <br /> environment to receive bids for trade services, staff recommends that the local <br /> preference policy as applies to trade services be evaluated over the next two years to <br /> determine if there is any adverse effect. <br /> Purchasing Procedures and Manual.
