<br />Resolution No. PC-99-93 <br />Page 2 <br /> <br />Churches are a common use in residential areas in Pleasanton. The City's past <br />experience shows that churches generally make "good neighbors" when sufficient <br />off-street parking is supplied. The proposed site layout for the church would <br />provide adequate distance between the new structures and nearby residences, and <br />landscaping in the form oftrees and shrubs would be provided as a buffer between <br />the new construction and the adjacent lots. The pattern and timing of use for the <br />church is such that peak use periods occur on weekends and on some evenings, <br />thereby minimizing any adverse effects on local traffic. In addition, the proposed <br />use will have adequate parking to meet project demand, as conditioned. The <br />future educational building will be subject to separate City review and approval to <br />ensure continued ample parking to serve the facility <br /> <br />C. The proposed conditional use will comply with each of the applicable <br />provisions ofthe Municipal Code that apply to Conditional Uses. <br /> <br />Chapter 18.124 of the Municipal Code (Conditional Uses) states that, because of <br />their unusual characteristics, conditional uses require special consideration so that <br />they may be located properly with respect to their effects on surrounding <br />properties. The conditions of approval can integrate the proposed expanded <br />church use without detrimentally affecting the surrounding properties or the City <br />in general. <br /> <br />WHEREAS, the Planning Commission determined that the expansion for the church facility will <br />be compatible with the surrounding neighborhood and appropriate for the site.. <br /> <br />NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF PLEASANTON <br />RESOLVES THE FOLLOvnNG: <br /> <br />Section 1. <br /> <br />Approves Case Z-99-212IUP-99-40, the application of Trinity Lutheran Church <br />for a conditional use permit and design review approval of the addition of an <br />approximately 6,220-square foot sanctuary and l,nO-square feet of <br />administrative office space, the construction of additional off-street parking <br />spaces, and landscape modifications at the site of an existing church located at <br />1225 Hopyard Road, subject to the conditions shown in Exhibit "B.I." and <br />Exhibit "B.2," attached hereto and made part of this case by reference. <br /> <br />Section 2 . <br /> <br />This resolution shall become effective immediately upon its passage and adoption. <br />
