The bill <br /> definition of historic resource is too narrow and should be more flexible to allow local <br /> jurisdictions to identify historic resources in a locally adopted list, such as in a General <br /> Plan or specific plan, and based on criteria already established by the State. <br /> 3. Alternative plans.
