The bill
definition of historic resource is too narrow and should be more flexible to allow local
jurisdictions to identify historic resources in a locally adopted list, such as in a General
Plan or specific plan, and based on criteria already established by the State.
3. Alternative plans. The bill should provide clear guidance on the expected content and
the process for evaluation of alternative plans, rather than leaving it up to HCD and OPR;
and should quantify the increased density requirements and the transportation efficiency
metrics against which alternative plans will be evaluated.
We appreciate your interest in our thoughts regarding SB 50 and look forward to working with
you and your staff during this legislative session to advocate for Pleasanton and the Tri-Valley
Cities.
Sincerely,
Nelson Fialho
City Manager
