BACKGROUND <br /> In 2003, the City of Pleasanton prepared a Water System Vulnerability Assessment to <br /> comply with requirements of the Public Healthy Security and Bioterrorism Preparedness <br /> and Response Act for community water systems serving more than 3,300 customers. <br /> The current AWIA legislation requires community water systems great than 3,300 <br /> customers to conduct a RRA of the systems and assets supporting the delivery of safe <br /> drinking was to their customers. Likewise, community water systems serving more than <br /> 3,300 customers are required to revise ERP's based on findings of the RRA. The AWIA <br /> compliance schedule is based on the number of customers served by the community <br /> water system. Since the City serves between 50,000 and 100,000 customers, the City <br /> must certify RRA compliance by December 31, 2020 and ERP compliance by June 30, <br /> 2021. <br /> DISCUSSION <br /> On September 6, 2019, a Request for Proposals (RFP) for professional services was <br /> sent to multiple consultants who had the requisite experience to complete the scope of <br /> work. On September 26, 2019, proposals were received from Carollo Engineers and <br /> West Yost. While both proposals were complete and met quality expectations, staff <br /> ranked West Yost as the top firm based on their project understanding and approach <br /> and experience of team members. Staff recommends that the City enter into the <br /> attached contract with West Yost Associates to assure that the City is in compliance <br /> with the AWIA. <br /> The proposed project schedule includes project kickoff in January 2020, completion of <br /> the RRA by June 2020, and update of the ERP by December 2020.
