Scope of Services for Preparation of AWIA-Compliance Documents City of Pleasanton pLEASANTON. Upon receipt of comments, West Yost will revise and finalize the Risk and Resilience Assessment Report. West Yost will provide a final draft certification letter for the City to finalize and send to EPA prior to the compliance deadline. Task 7 Deliverables: • Draft and Final RRA • Draft and Final Certification Letter Task 8. Risk & Resilience Mitigation Strategy Development Typically, ERPs are focused on emergency response concepts. In an effort to maintain this focus, West Yost proposes the following sections of AWIA §2013 "(b) Emergency Response Plan" be incorporated into the RRA: "(1) strategies and resources to improve the resilience of the system, including the physical security and cybersecurity of the system;" "(3)actions,procedures, and equipment which can obviate or significantly lessen the impact of a malevolent act or natural hazard on the public health and the safety and supply of drinking water provided to communities and individuals, including the development of alternative source water options, relocation of water intakes, and construction of flood protection barriers;and" "(4) strategies that can be used to aid in the detection of malevolent acts or natural hazards that threaten the security or resilience of the system." This strategy is consistent with the seventh and final step of the J100 Standard — Risk and Resilience Management. Once the risks have been calculated, a risk threshold will be determined. Risk and resilience management strategies will target any threat-asset pairs with risk values exceeding this threshold. Management strategies may include physical security, cybersecurity, natural hazard mitigation, and operational/financial changes that can increase resiliency. Risk and resilience management strategy packages will be prepared and may include conceptual designs sketches, cost estimates, bills of materials and cut sheets. These mitigation measures may also include training, policy/procedure changes,recommended future projects,monitoring strategies,and input from the cyber-RRA. West Yost team will develop up to 10 detailed risk and resilience management strategy packages.Additional strategies measures may be identified and documented for a detailed evaluation at a later date. Once risk and resilience management strategy packages have been developed,the West Yost team will analyze the net benefit for each measure to indicate how the mitigation cost lowers the risk of losing the critical asset. The risk and resilience management strategies will be prioritized based on risk reduction and cost effectiveness. Upon development of the net benefit analyses,the West Yost team will conduct Workshop 4—Threat Risk and Resilience Management Strategy Development, to present and discuss the risk mitigation options. West Yost will document the development of risk and resilience management strategies for submittal to the City.
