corrected, City staff met with the staff at the RWQCB to address their concerns and <br /> provide new information that demonstrated that no diversion of flow had taken place. <br /> While RWQCB staff acknowledged that the City provided the necessary documentation <br /> to disprove their theory about the divided water way, the RWQCB determined that a <br /> hydrology study of the area of Kottinger Creek within Lions Wayside would be <br /> necessary to adequately asses any proposed changes to the channel. <br /> Following the completion of TR-55 Hydrology study, staff anticipates returning to the <br /> RWQCB in early 2020 to discuss findings and receive any feedback that the agency has <br /> on how the results of the Hydrology Study may impact final park design. Once the <br /> RWQCB has provided the requisite feedback to proceed with the design phase of the <br /> project, staff will return to the Parks and Recreation Commission in spring 2020 to <br /> further refine the details of the park design and produce a final draft Master Plan. Staff <br /> anticipates returning to the City Council in summer of 2020 with a final draft Master Plan <br /> for their feedback and consideration. <br /> Staff is requesting an amendment to the original contract with Moore, lacofano and <br /> Goltsman, Inc to include a TR-55 Hydrology study as part of the contract to complete an <br /> update to the adopted Lions Wayside and Delucchi Parks Master Plan, which would <br /> incur additional cost as outlined in Attachment 1. <br /> Additionally, following the acquisition of the properties at 4363 and 4377 First Street, <br /> City staff has included the new parcel into the Lions Wayside and Delucchi Parks <br /> Master Plan, which will require additional planning, design and survey work from the <br /> consultant, also resulting in additional costs as outlined in Attachment 1. <br /> Submitted by: Fiscal Review: Approv: by: <br /> A1Ap <br /> Sean Welch Tina Olson Nelson Fialho <br /> Senior Management Analyst Director of Finance City Manager <br /> Attachments: <br /> 1.
