corrected, City staff met with the staff at the RWQCB to address their concerns and <br /> provide new information that demonstrated that no diversion of flow had taken place. <br /> While RWQCB staff acknowledged that the City provided the necessary documentation <br /> to disprove their theory about the divided water way, the RWQCB determined that a <br /> hydrology study of the area of Kottinger Creek within Lions Wayside would be <br /> necessary to adequately asses any proposed changes to the channel. <br /> Following the completion of TR-55 Hydrology study, staff anticipates returning to the <br /> RWQCB in early 2020 to discuss findings and receive any feedback that the agency has <br /> on how the results of the Hydrology Study may impact final park design. Once the <br /> RWQCB has provided the requisite feedback to proceed with the design phase of the <br /> project, staff will return to the Parks and Recreation Commission in spring 2020 to <br /> further refine the details of the park design and produce a final draft Master Plan.
