Modify the Specific Plan and PUD Development Plan and Conditions to: (i) replace trees lost along Bernal Avenue with mature trees; and (ii) save significant trees in the cottonwood grove and the finger tributary. 16. Modify the Specific Plan and PUD Development Plan to relocate the golf course holes along the Arroyo de la Laguna easterly and to delay any development within a 300-foot setback from the easterly top of bank ofthe Arroyo de la Laguna until completion ofthe Zone 7 master plan study. 17. Modify the Specific Plan and PUD Conditions to disallow wood-burning fireplaces. 18. Modify the PUD Conditions, Development Agreement, Growth Management Agreement, and associated agreements to: (i) allow City review of all subsequent project impacts with City ability retained to address any new/different impacts, including requiring additional mitigation measures or modified land uses, when reviewing subsequent project applications; and (ii) allow the City to annually review the project growth management allocation as it reviews short-term infrastructure/services, with the City retaining the ability to adjust the growth allocation. 19. Modify the PUD Conditions (Condition 50.e.) to read as follows: "e. Property Owner shall conduct a Preliminary Endangerment Assessment (PEA) in consultation with California Department of Toxic Substance Control (DTSC) and in consultation with DTSC Preliminary Endangerment Assessment Guidance Manual within any areas to be directly affected by grading activities. Property Owner shall implement applicable recommendations as may be legally required. The PEA also shall include a radiololZical studv ofthe site. The radiololZical study shall be undertaken in consultation with the RadiololZic Health Branch and the Environmental Health InvestilZations Branch ofthe California Deoartment of Health Services (CDHS). and in consultation with relevant nortions ofthe Multi-A~enc. Surve and Site Investi ation Manual MARSSIM . The ublic shall be invited to oarticinate in the studv scooinlZ at a oublic hearinlZ. The studv shall include those areas of the site determined bv the CDHS to require additional study. Pronertv Owner shall imnlement the recommendations made bv CDHS relZarding the scone and conduct of the radiololZical studv. Notice of comnletion ofthe study shall be lZiven as required bv CEOA for a suonlemental EIR and the CE A-custom time shall be allowed for ublic review of the stud rior to an Ci~ action on the nroiect subsequent to its comoletion.
