<br />EXHIBIT "B" <br /> <br />Planning Commission - Recommended Modifications <br />to the <br />Bernal Property Project <br /> <br />I. Modify the Specific Plan and PUD Conditions to mandate inclusion of a transit hub <br />within the Village Center, to be shown in the Village Center PUD Development Plan and <br />addressed in the required TSM plan. <br /> <br />2. Modify the Specific Plan, PUD Conditions, and Growth Management Agreement to <br />mandate a minimum percentage of inclusionary, low-income units equal to 10% of the <br />project total, distributed among apartment, townhouse/condominium, and small-lot <br />product types spread throughout the project. <br /> <br />3. Modify the Specific Plan and PUD Development Standards and Design Guidelines to: <br /> <br />(i) add text to the Specific Plan to amplify neo-traditional elements desired, such as <br />reducing auto-orientation, opening up yards via fence placement/design, achieving <br />street "people-space" via usable porches, etc.; <br /> <br />(ii) make all non-alley-oriented small-lot prototypes (lots less than 5,000 square feet) <br />discretionary for City acceptance; and <br /> <br />(iii) adopt a project-average FAR for small-lot prototypes of 55% rather than using <br />FAR maximums. <br /> <br />4. Modify the Growth Management Agreement to reflect a phasing schedule updated to <br />conform to project approval timeframe. <br /> <br />5. Modify the Specific Plan and PUD ConditionslDevelopment Standards and Design <br />Guidelines to specify that five-story buildings are not encouraged and are allowed only if <br />architecturally compatible with the Village Center design concept. <br /> <br />6. Modify the Specific Plan and PUD Conditions to require the golf course to be constructed <br />in the initial project phase and to specify that "cost-effective" reclaimed water is the <br />equivalent of potable water cost. <br /> <br />7. Modify the PUD Conditions to: <br /> <br />(i) increase park improvement initial caps to $143,000/acre for neighborhood parks <br />and $160,000/acre for the community park; <br /> <br />(ii) require lighted fields to be in place before adjoining residential areas are built; and <br /> <br />November 2, 1999 <br /> <br />Page I <br />
