PC-99-80 <br /> <br />RESOLUTION RECOMMENDING APPROVAL OF THE SAN FRANCISCO WATER <br />DEPARTMENT BERNAL PROPERTY SPECIFIC PLAN (SP-99-02) <br /> <br />WHEREAS, the San Francisco Water Department has applied for approval of a Specific Plan for <br />an approximately 510-acre site consisting of three basic land units: a 202-acre <br />Western Parcel between Interstate 680 (1-680) and the Arroyo de la Laguna south of <br />Bernal Avenue; a triangular-shaped Central Parcel of approximately 245 acres <br />bounded by 1-680 on the southwest, Bernal Avenue on the north, and by the Union <br />Pacific Railroad (UPRR) right-of-way on the southwest; and an Eastern Parcel of <br />about 63 acres between the UPRR and the Alameda County Transportation Corridor <br />(formerly the South Pacific Railroad right-of-way) south of Junipero Avenue; and <br /> <br />WHEREAS, Specific Plan documents were prepared, including an Environmental Impact Report <br />("EIR") for this Project; and <br /> <br />WHEREAS, the City of Pleasanton has accepted and responded to comments to the Draft EIR <br />from public agencies having jurisdiction by law, persons having special expertise <br />with respect to any environmental impact involved, and other persons and <br />organizations having an interest in the Project; and <br /> <br />WHEREAS, the Final EIR was prepared and contained the Draft EIR, comments and <br />recommendations received on the Draft EIR, and the responses to points raised <br />regarding environmental issues in the review and consultation process; and <br /> <br />WHEREAS, the Planning Commission met on June 9, June 23, June 28, July 7, July 16, <br />October 7, and October 27, 1999 and held noticed public hearings regarding the <br />Project and heard public testimony regarding the completeness and adequacy of the <br />Environmental Impact Report and the Specific Plan; and <br /> <br />WHEREAS, at its meeting of October 7, 1999, the Planning Commission determined that the <br />EIR was complete and adequate; and <br /> <br />WHEREAS, at its dilly noticed public hearing on October 27, 1999, the Planning Commission <br />reviewed the draft Specific Plan for the Bernal Property and considered the draft <br />CEQA findings related to environmental review and project approval; and <br /> <br />WHEREAS, the Planning Commission finds that the project as approved will have a significant <br />effect on the environment; and <br />
