The updated CAP will shorten, simplify, and improve the readability and graphic quality <br /> of the existing CAP, be "qualified" for future project level streamlining with the California <br /> Environmental Quality Act (CEQA), and provide goals and objectives that are realistic <br /> and implementable for Pleasanton. <br /> The proposed scope of work and budget are included as Attachment 2. The update <br /> process will include evaluating Pleasanton's current conditions (e.g., GHG emissions), <br /> forecasting future GHG emissions, identifying community environmental adaptation <br /> goals, establishing GHG reduction targets, determining a list of co-benefits (e.g., cost <br /> reduction and water consumption reduction), goals, and actions, and developing an <br /> implementation and monitoring plan. The policy focus for CAP 2.0 will account for <br /> existing state and federal legislation and aim to close the gap between emission <br /> reduction targets and Pleasanton's projected emissions. An anticipated project timeline <br /> for project completion is included as Attachment 3. The project is anticipated to take 18 <br /> months. <br /> The consultant team will work with staff, the EEC, stakeholders, and the community to <br /> complete this project. The EEC meets bi-monthly and is expected to receive project <br /> update progress reports, discuss project details, and provide feedback at key project <br /> milestones. In addition to regular EEC meetings, the CAP 2.0 process will involve <br /> extensive community outreach which may include coordination with local schools, <br /> outreach at the Farmers Market, community workshops, social media information, <br /> online surveying, and meetings with various stakeholder groups (e.g., Zone 7, Chamber <br /> of Commerce, and ACE). The draft CAP 2.0 will go through the necessary CEQA <br /> process and ultimately be reviewed by the City Council. The City Council will provide a <br /> final recommendation on the CAP 2.0. <br /> CONCLUSION <br /> Staff is confident the consulting team possesses the necessary technical skills and <br /> knowledge to develop an effective and legally compliant CAP 2.0, will ensure valuable <br /> public engagement through a robust community outreach program, and will successfully <br /> collaborate with the City to develop a Climate Action Plan that is appropriate for <br /> Pleasanton.
