<br /> A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
<br /> PLEASANTON RECOMMENDING APPROVAL OF A GENERAL PLAN
<br /> AMENDMENT FOR THE APPLICATION OF THE CITY OF PLEASANTON FOR THE
<br /> JOHNSON DRIVE ECONOMIC DEVELOPMENT ZONE (JDEDZ)
<br /> AS FILED UNDER CASE P14-0852
<br /> WHEREAS, the City of Pleasanton has applied for a General Plan Amendment
<br /> to change the Land Use Designation on 12 parcels at 7106 through 7315 Johnson Drive
<br /> and 7035 and 7080 Commerce Circle, comprising approximately 40 acres known as the
<br /> Johnson Drive Economic Development Zone, from Business Park
<br /> (Industrial/Commercial and Office) and General and Limited Industrial to
<br /> Retail/Highway/Service Commercial; Business and Professional Offices (the "Project");
<br /> and
<br /> WHEREAS, at its duly noticed public meeting of December 11, 2019, the
<br /> Planning Commission considered all public testimony, relevant exhibits, and
<br /> recommendations of City staff concerning the proposed General Plan Amendment; and
<br /> WHEREAS, pursuant to the California Environmental Quality Act (CEQA), a
<br /> Revised Final Supplemental Environmental Impact Report (RFSEIR) was prepared and
<br /> recommended for certification for the Project; and
<br /> WHEREAS, the Planning Commission finds that the proposed General Plan
<br /> Amendment is consistent with the Goals and Policies of the Pleasanton General Plan.
<br /> NOW, THEREFORE BE IT RESOLVED by the Planning Commission of the City
<br /> of Pleasanton, based on the entire record of proceedings, including the oral and written
<br /> staff reports and all public comment and testimony:
<br /> Section 1: The Planning Commission hereby recommends the following to the City
<br /> Council:
<br /> a. Approval of the application of The City of Pleasanton for a General Plan
<br /> Amendment to change the Land Use Designation on 12 parcels at 7106 through
<br /> 7315 Johnson Drive and 7035 and 7080 Commerce Circle, comprising
<br /> approximately 40 acres known as the Johnson Drive Economic Development
<br /> Zone, from Business Park (Industrial/Commercial and Office) and General and
<br /> Limited Industrial to Retail/Highway/ Service Commercial; Business and
<br /> Professional Offices as shown on the attached map (Exhibit A).
<br /> Section 2: This resolution shall become effective immediately upon its passage and
<br /> adoption.

<br /> City. The graphics below (Figures 2 and 3) are intended to provide an overview of the required
<br /> transportation mitigation improvements resulting from the implementation of the JDEDZ. For
<br /> more detailed information, please refer to Chapter 4.D of the DSEIR (Exhibit D).
<br /> The DSEIR concluded that other impacts from the JDEDZ on aesthetics, air quality, biological
<br /> resources, cultural resources, geology and soils, greenhouse gas emissions, hazards and
