PC-2019-28 <br /> A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF <br /> PLEASANTON RECOMMENDING CERTIFICATION OF A REVISED FINAL <br /> SUPPLEMENTAL ENVIRONMENTAL IMPACT REPORT (RFSEIR) FOR THE <br /> APPLICATION OF THE CITY OF PLEASANTON FOR THE JOHNSON DRIVE <br /> ECONOMIC DEVELOPMENT ZONE (JDEDZ) AS FILED UNDER CASE P14-0852 <br /> (GENERAL PLAN AMENDMENT) AND PUD-105 (REZONING) <br /> WHEREAS, the City of Pleasanton has applied for applications on 12 parcels at <br /> 7106 through 7315 Johnson Drive and 7035 and 7080 Commerce Circle, comprising <br /> approximately 40 acres known as the Johnson Drive Economic Development Zone for: <br /> (1) approval of a General Plan Amendment to change the land use designation of the <br /> project site from Business Park (Industrial/Commercial and Office) and General and <br /> Limited Industrial to Retail/Highway/ Service Commercial; Business and Professional <br /> Offices; and (2) approval of a Planned Unit Development (PUD) Rezoning to rezone the <br /> project site from Planned Unit Development-General and Light Industrial (PUD-G&LI) <br /> District, Planned Unit Development-Industrial/Commercial-Office (PUD-I/C-O) District, <br /> and General Industrial (I-G-40,000) District to Planned Unit Development — Commercial <br /> (PUD-C) District (the "Project"); and <br /> WHEREAS, pursuant to the California Environmental Quality Act (CEQA), a <br /> RFSEIR was prepared for the Project; and <br /> WHEREAS, at its duly noticed public meeting of December 11, 2019, the <br /> Planning Commission considered all public testimony, relevant exhibits, and <br /> recommendations of City staff concerning the proposed RFSEIR, General Plan <br /> Amendment and PUD Rezoning; and <br /> WHEREAS, the Planning Commission at its regular meeting on December 11, <br /> 2019, reviewed the potential Project impacts in accordance with the applicable state <br /> and local guidelines governing the preparation of the RFSEIR and determined that the <br /> RFSEIR is appropriate for the Project and recommended to the City Council that the <br /> RFSEIR for the Project be certified. <br /> NOW, THEREFORE BE IT RESOLVED by the Planning Commission of the City <br /> of Pleasanton, based on the entire record of proceedings, including the oral and written <br /> staff reports and all public comment and testimony: <br /> Section 1: The Planning Commission hereby recommends the following to the City <br /> Council: <br /> a. Certification of the RFSEIR for the City of Pleasanton for applications on 12 <br /> parcels at 7106 through 7315 Johnson Drive and 7035 and 7080 Commerce <br /> Circle, comprising approximately 40 acres known as the Johnson Drive <br /> Economic Development Zone for: (1) approval of a General Plan Amendment to <br /> change the land use designation of the project site from Business Park <br /> (Industrial/Commercial and Office) and General and Limited Industrial to <br />t Center Manager/Interim Planning Manager <br /> Brian Dolan, Assistant City Manager/Acting Director of Community Development <br /> P14-0852 and PUD-105; JDEDZ Planning Commission <br /> 15 of 15 <br /> 13 of 15 <br />mprovements require approval by Caltrans and thus are outside the immediate control of the <br /> City. The graphics below (Figures 2 and 3) are intended to provide an overview of the required <br /> transportation mitigation improvements resulting from the implementation of the JDEDZ.
