Resolution No. PC-2019-26
Page Four
Section 4: This resolution shall become effective 15 days after its passage and
adoption unless: 1) appealed prior to that time by any member of the public; or 2) if a
City Councilmember wishes to review the item, pursuant to Pleasanton Municipal Code
section 18.144.010, he or she must indicate their desire to review within 15 days
following the date of approval, or at the next regular meeting of the City Council,
whichever is later. If the majority of the City Council agrees to review the item, a further
hearing shall be set pursuant to Pleasanton Municipal Code section 18.12.040 and the
Council shall consider the item at that time.
PASSED, APPROVED AND ADOPTED by the Planning Commission of the City of
Pleasanton at a regular meeting held on December 11, 2019, by the following vote:
Ayes: Commissioners
Noes: Commissioners
Absent: Commissioners
Abstain: Commissioners
ATTEST:
Melinda Denis Nancy Allen
Secretary, Planning Commission Chair
APPROVED AS TO FORM:
Julie Harryman
Assistant City Attorney
nt or other utility hardware on roof, ground or buildings;
8. Integration of signs as part of the architectural concept; and
9. Architectural concept of miscellaneous structures, street furniture, public art in
relationship to the site and landscape.
Not all nine of the Design Review criteria specified above are applicable to the project.
The applicant is only proposing minor exterior changes to the existing building including:
(1) modifying the north entrance to the building by enclosing the existing rounded and
fully roofed vestibule with glazing designed to match the existing building; (2) modifying
the south entrance to the building by constructing a new rounded and fully roofed
vestibule finished with glazing and brick designed to match the existing building; and (3)
raising a portion of the existing roof above the proposed auditorium by approximately
seven feet (overall building height would increase from approximately 18 feet to 25 feet
at that portion of the building) and finishing the raised façade with stucco designed to
match the existing building. Based on this, the Planning Commission finds the proposed
exterior changes to the building are positive and commensurate with the existing
building design and finishes and be compatible with the surrounding buildings.
Section 3: The Planning Commission hereby approves Cases P19-0190 and P19-
0191, the application of Joseph Hartley, on behalf of Blue Oaks Church, applied for: (1)
Conditional Use Permit approval to operate a religious facility within an existing building;
and (2) Design Review approval to construct related building and site improvements at
7139 Koll Center Parkway, subject to the Conditions of Approval shown in Attachment
1, attached hereto and made part of this case by reference.
relationship to it;
mes during operating hours;
• Congregants shall not loiter outside of the building and shall be courteous and quiet
when entering or leaving the parking area; and
• The City shall have the right to review the project again to add mitigating conditions
should any future complaints regarding noise levels occur. Such conditions could
include modifying the hours of operation, reducing the number of persons allowed in the
P19-0190 and P19-0191, 7139 Koll Center Parkway Planning Commission
7 of 9
