Exhibit B The City Council'of the City of Pleasanton hereby finds and declares as follows: WHEREAS,the. federal Centers for Disease. Control and Prevention (CDC) updated on October 17, 2019; at https://www.cdc.gov/tobacco/basic information/e-cigarettes/severe-luno- disease.html that: As of October 15, 2019, 1,479* lung injury cases associated with the use of e - cigarette, or vaping, products have been reported to CDC from 49 states (all except Alaska), the District of Columbia, and 1 U.S. territory. Thirty-three deaths have been confirmed in 24 states. • All patients have reported. a history of using e-cig arette,'or vaping, products. • We do know.that THC is present in most of the samples. tested by FDA to date, and most patients report a history of using THC -containing products: • The latest national and state findings suggest products containing THC; particularly those obtained off the street or from other informal sources (e.g. friends, family.. members, illicit dealers), are linked to most of the cases and play a major role in the outbreak.. • As such; we recommend that you should -not use e -cigarette, or vaping, products that - contain THC. • Since the specific causes of lung injury are not yet known, the only way to assure -that you are not at risk while the investigation continues is to consider refraining from .use _ of all, e -cigarette,. or vaping, products . • The use of e -cigarettes, or vaping,. products is unsafe for all ages, including youth and young adults. Nicotine is highly addictive and can harm adolescent brain development, which. continues into the early to. mid-20s. WHEREAS, on September 24, 2019, the California Department of Public Health (CDPH) issued a Health Advisory "Vaping Related Lung Illness: A Summary of the Public Health Risks and Recommendations for the Public" warning Californians of the toxicity of -electronic cigarettes; a significant rise in e -cigarette use each year, especially among young adults -and teens' and "urging everyone to quit vaping altogether" at: https://www.cdr)h.ca.gov/Programs/CCDPHP/CDPH%20Docume'nt%20Library/California%2ODepartment%2Oof %20Public%2OHealth%20-%2OHealth%o2OAdvisory%20September%2024.%202019.pdf ; .and WHEREAS, use of electronic. smoking devices has. increased significantly, in- recent years, as evidenced by the fact that: • Between 201.1 and 2012 the percentage of all youth in. grades.6 to 12 who had tried. electronic smoking devices doubled;' • 6.8% of all youth between 6th. and 12th grade report trying electronic smoking devices; .10% of highschool students have tried electronic smoking. devices 9.3% of youth who have -used electronic smoking devices. have: neversmoked conventional cigarettes; "' Between 2010 and 2011, rates of both awareness and use of.unregulated electronic smoking, devices by adults also increased signifcantly;v. and 5
