Exhibit B <br />The City Council'of the City of Pleasanton hereby finds and declares as follows: <br />WHEREAS,the. federal Centers for Disease. Control and Prevention (CDC) updated <br />on October 17, 2019; at https://www.cdc.gov/tobacco/basic information/e-cigarettes/severe-luno- <br />disease.html that: <br />As of October 15, 2019, 1,479* lung injury cases associated with the use of e - <br />cigarette, or vaping, products have been reported to CDC from 49 states (all except <br />Alaska), the District of Columbia, and 1 U.S. territory. <br />Thirty-three deaths have been confirmed in 24 states. <br />• All patients have reported. a history of using e-cig arette,'or vaping, products. <br />• We do know.that THC is present in most of the samples. tested by FDA to date, and <br />most patients report a history of using THC -containing products: <br />• The latest national and state findings suggest products containing THC; particularly <br />those obtained off the street or from other informal sources (e.g. friends, family.. <br />members, illicit dealers), are linked to most of the cases and play a major role in the <br />outbreak.. <br />• As such; we recommend that you should -not use e -cigarette, or vaping, products that - <br />contain THC. <br />• Since the specific causes of lung injury are not yet known, the only way to assure -that <br />you are not at risk while the investigation continues is to consider refraining from .use _ <br />of all, e -cigarette,. or vaping, products . <br />• The use of e -cigarettes, or vaping,. products is unsafe for all ages, including youth and <br />young adults. Nicotine is highly addictive and can harm adolescent brain development, <br />which. continues into the early to. mid-20s. <br />WHEREAS, on September 24, 2019, the California Department of Public Health <br />(CDPH) issued a Health Advisory "Vaping Related Lung Illness: A Summary of the Public <br />Health Risks and Recommendations for the Public" warning Californians of the toxicity of <br />-electronic cigarettes; a significant rise in e -cigarette use each year, especially among young <br />adults -and teens' and "urging everyone to quit vaping altogether" at: <br />https://www.cdr)h.ca.gov/Programs/CCDPHP/CDPH%20Docume'nt%20Library/California%2ODepartment%2Oof <br />%20Public%2OHealth%20-%2OHealth%o2OAdvisory%20September%2024.%202019.pdf ; .and <br />WHEREAS, use of electronic. smoking devices has. increased significantly, in- recent <br />years, as evidenced by the fact that: <br />• Between 201.1 and 2012 the percentage of all youth in. grades.6 to 12 who had tried. <br />electronic smoking devices doubled;' <br />• 6.8% of all youth between 6th. and 12th grade report trying electronic smoking devices; <br />.10% of highschool students have tried electronic smoking. devices <br />9.3% of youth who have -used electronic smoking devices. have: neversmoked <br />conventional cigarettes; "' <br />Between 2010 and 2011, rates of both awareness and use of.unregulated electronic <br />smoking, devices by adults also increased signifcantly;v. and <br />5 <br />
