Councilmember Pentin said notice <br /> was given to those who use the park. <br /> Robert Cox discussed Old Towne Antiques closing after 33 years of business due to the <br /> revitalization program of Main Street driving up rent prices which stores like his cannot afford and <br /> requested assistance in finding them a location they can afford. <br /> Cheryl Kelly discussed the customers of the Old Towne Antiques, the ways the store serves the <br /> community and requested assistance in locating a new building. <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 17. Consider a resolution accepting FY 2018/19 year-end operating budget report and designating <br /> General Fund reserves <br /> Director of Finance Tina Olson delivered a presentation of financial results for the General Fund, <br /> the Water Enterprise Fund, the Sewer Fund, the Golf Course Operation Fund, Repair, and <br /> Internal Services Funds. She provided a summary of revenues, expenditures, and plans for <br /> surpluses. Councilmembers Brown and Narum expressed concern about the inability to make <br /> payments on the loan for the golf course. City Manager Fialho provided an overview of the golf <br /> course repayment plan. <br /> MOTION: It was m/s by Narum/Pentin to adopt and waive full reading of Resolution No. 19-1121 <br /> accepting the FY 2018/19 Year-End Operating Budget Report and designating General Fund <br /> Reserves. Receive presentation and provide direction regarding City's water system and Per- and <br /> Polyfluoroalkyl Substances (PFAS) <br /> Assistant Director of Operations Services and Water Utilities Todd Yamello provided a <br /> presentation on the City's water supply and distribution, the regulatory requirements and actions <br /> related to PFAS, and the long-term recommendations for treatment. <br /> In response to Mayor Thorne's inquiry, Assistant Director Yamello clarified that parts per trillion <br /> can be contextualized as being equal to one drop in 20 swimming pools. He explained that the <br /> Environmental Protection Agency (EPA) is considering lowering their response level, so it's <br /> specific to Perfluorooctanoic acid (PFOA) and Perfluorooctane sulfonate (PFOS) and combined <br /> but cannot speculate on the numbers at this time. <br /> In response to Councilmember Narum's inquiry, Assistant Director Yamello advised the City is <br /> ahead of the AB756 requirements and that staff will be investigating and pursuing low-interest <br /> loans and grants. <br /> In response to Councilmember Brown's inquiry, Assistant Director Yamello advised that reverse <br /> osmosis would not be effective in benchmark testing, clarified that Zone 7 is the responsible entity <br /> to monitor the groundwater and suggested they also test and monitor their wells. City Manager <br /> Fialho advised that Zone 7 controls and monitors the groundwater basin by authority given to <br /> them by the State.
