Housing Related Bills <br /> Bill/Title Description City Outcome <br /> Position <br /> establishing applicable objective <br /> development standards and fees. <br /> • Prohibit a local agency from holding <br /> more than five hearings on a project <br /> that meets objective development <br /> standards. <br /> • Amends the Permit Streamlining Act to <br /> reduce timeframes for <br /> approval/disapproval of a housing <br /> project. <br /> • "Freeze" impact fees to those in place <br /> at time of application completeness. <br /> This bill would also impose certain other <br /> requirements applicable to "affected cities", <br /> defined as a city in which both a) the average <br /> rental rate differs from 130 percent of the <br /> national median rental rate in 2017, and b) the <br /> residential rental vacancy rate differs from the <br /> national vacancy rate in 2017, according to <br /> the American Community Survey. HCD would <br /> be required to identify affected cities by June <br /> 30, 2020. In affected cities a locality would be <br /> generally prohibited from: <br /> • Downzoning or otherwise restricting the <br /> development intensity of any parcel <br /> where housing is an allowable use, <br /> below that allowed under standards in <br /> place as of January 1, 2018. <br /> • Adopting moratoriums on housing <br /> development, <br /> • Imposing new design standards that <br /> are costlier than those currently in <br /> effect, <br /> • Imposing or enforcing any growth <br /> control measure adopted after January <br /> 2005 such as a cap on housing units or <br /> permits for housing <br /> SB 5 (Beall) Would establish in state government the Support Governor <br /> Affordable Affordable Housing and Community vetoed <br /> Housing and Development Investment Program, which <br /> Community would be administered by the Affordable <br /> Development Housing and Community Development <br /> Committee. The bill would authorize a <br /> 3 <br />
