ATTACHMENT 1 <br /> ORDINANCE NO. <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PLEASANTON <br /> ALLOWING VOTING BY THE YOUTH MEMBERS OF THE HUMAN SERVICES, <br /> PARKS AND RECREATION, LIBRARY AND CIVIC ARTS COMMISSIONS BY <br /> AMENDING MUNICIPAL CODE §§2.28.030, 2.32.030, 2.34.030 AND 2.39.030 <br /> WHEREAS, the youth member position was added to the Human Services, Parks and <br /> Recreation, Library and Civic Arts Commissions as a non-voting member in 2013 based on <br /> recommendations from the Youth Master Plan and the Council's desire to engage and hear <br /> from younger members of the community; and <br /> WHEREAS, the youth members of these commissions have relevant experience and <br /> qualifications, as demonstrated by their appointment to their respective commission and <br /> service of youth members since 2013; and <br /> WHEREAS, each of the commissions considered that the City Council permit voting by <br /> their youth members, particularly: Human Services Commission at its meeting on October 2, <br /> 2019; Parks and Recreation Commission at its meeting on October 10, 2019; Library <br /> Commission at its meeting on October 4, 2018 and October 7, 2019; and Civic Arts <br /> Commission at its meeting on October 7, 2019. <br /> WHEREAS, while the Parks and Recreation, Library and Civic Arts Commissions <br /> recommended that the City Council permit voting by their youth members, the Human Services <br /> Commission did not recommend its youth member be permitted to vote; and <br /> WHERAS, the Youth Commission, at its November 13, 2019 meeting, recommended <br /> allowing voting by the youth members of the Human Services, Parks and Recreation, Library <br /> and Civic Arts Commission. <br /> NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES <br /> HEREBY ORDAIN AS FOLLOWS: <br /> Section 1. Finds that the amendment to the Municipal Code has no possibility to have <br /> a significant effect on the environment per Title 14 California Code of Regulations§15061(b)(3). <br /> Section 2. Amends Municipal Code §§2.28.030, 2.32.030, 2.34.030 and 2.39.030 as <br /> follows: <br /> Chapter 2.28 Human Services Commission <br /> 2.28.030 Membership — Appointments - Voting. <br /> A. The commission shall have seven regular commissioners, one youth member, and one <br /> alternate commissioner, all of whom shall be residents of the city. <br /> 1 <br />
