THE CITY OF <br /> -A2=zz:r, 9 <br /> CITY COUNCIL AGENDA REPORT <br /> pLEASANTON, <br /> December 3, 2019 <br /> Library and Recreation <br /> TITLE: ADOPT YOUTH COMMISSION RECOMMENDATION ALLOWING VOTING <br /> BY THE YOUTH MEMBERS OF THE HUMAN SERVICES, PARKS AND <br /> RECREATION, LIBRARY AND CIVIC ARTS COMMISSIONS BY <br /> INTRODUCING AN ORDINANCE TO AMEND MUNICIPAL CODE <br /> §§2.28.030, 2.32.030, 2.34.030 AND 2.39.030 <br /> SUMMARY <br /> At its May 8, 2019 meeting, the Youth Commission recommended that the City Council <br /> consider amending the Municipal Code to allow youth members of the Human Services, <br /> Parks and Recreation, Library and Civic Arts Commissions to vote on items before their <br /> respective commissions. The Youth Commission recommends that no changes to the <br /> quorum requirements be considered until the municipal code changes have been <br /> implemented for a year and the affected Commissions review the impacts of youth <br /> voting on quorum. <br /> City staff requested the Youth Commission Public Policy Subcommittee provide a verbal <br /> report and recommendation to the Human Services, Parks and Recreation, Library and <br /> Civic Arts Commissions. The Civic Arts, Library and Parks and Recreation <br /> Commissions supported the recommendation. The Human Services Commission did <br /> not support the recommendation. <br /> RECOMMENDATION <br /> Adopt Youth Commission recommendation allowing voting by the youth members of the <br /> Human Services, Parks and Recreation, Library and Civic Arts Commissions by <br /> introducing an ordinance to amend Municipal Code §§2.28.030, 2.32.030, 2.34.030 and <br /> 2.39.030 <br /> FINANCIAL STATEMENT <br /> There is no financial impact as a result of the proposed ordinance amendment. <br />
