DISCUSSION <br /> The following outlines key items for consideration and discussion by the City Council, as <br /> staff initiates the EPSP effort. <br /> 1 . Key Planning Considerations <br /> As described above, significant progress was made on the EPSP, including publication <br /> of a draft plan and Draft EIR before work was paused in 2015. The draft EPSP was the <br /> result of an extensive process that examined existing conditions, opportunities and <br /> constraints; studied infrastructure needs and costs; and considered a broad range of <br /> land use and circulation alternatives, leading to the selection of a base plan. There was <br /> broad agreement on various elements included in the draft EPSP, which, in addition to a <br /> mix of residential and commercial land uses, offered a number of public amenities and <br /> benefits, including a new school site, an extensive network of open space and trails, <br /> and contemplation of a future relocation of the existing Pleasanton Garbage Service <br /> (PGS) facility. For reference, the proposed land use plan included in the November <br /> 2014 Draft Plan is included as Attachment 2. <br /> Although there will need to be a robust community conversation about the final land use <br /> plan for East Pleasanton, staff assumes that many of these components, at least in <br /> concept, should be brought forward for discussion in the next phase of the EPSP <br /> planning process to assess community interest. In addition, as part of its initial land use <br /> planning, Ponderosa has identified a number of other elements that it would like to <br /> introduce for consideration through the planning process, based both on evolving <br /> discussions with key stakeholders, as well as its stated desire to bring forward a plan <br /> that can offer a wide range of public amenities, benefits and infrastructure upgrades, <br /> while still remaining financially feasible. <br /> Collectively, the key elements to be studied or brought into the planning process, are <br /> summarized as follows. Concepts not a part of the prior draft EPSP, but suggested for <br /> consideration by Ponderosa through the next phase process, are indicated with an <br /> asterisk (*): <br /> • Planning Area: Planning area boundaries to be consistent with 2014 Draft <br /> EPSP, with the public process for any necessary adjustment to Urban Growth <br /> Boundary to be evaluated by the City Council, and in conformance with the City's <br /> General Plan and previously approved voter initiative. <br /> • Circulation: Circulation plan to include the extension of El Charro Road, as <br /> indicated in the General Plan, and at least one additional east-west through <br /> connection to be provided from Valley Avenue to El Charro Road (e.g., Busch <br /> Road, Boulder Street), with all required roads and intersection improvements to <br /> be designed and installed with development. Other circulation options may be <br /> considered by the City Council, as directed. <br /> • Land Use: Land Use Plan to include a mix of residential and commercial land <br /> uses: <br /> o Residential development to include various housing types and densities, <br /> including some high-density residential development to assist with <br /> Page 4 of 8 <br />
