BACKGROUND <br /> The Police Department's patrol fleet consists of twenty-seven Ford Police Utility <br /> Interceptors. The pursuit-rated Utility Interceptors provide safety benefits, comfort and <br /> functionality that is sometimes limited by other patrol vehicle types. Based on feedback <br /> received from police personnel, the Utility Interceptors are considered the industry <br /> standard and the best choice for a patrol vehicle for Pleasanton. <br /> Currently the Police Department does not have any vehicles capable or outfitted with <br /> the necessary equipment to run a command post or an event that would require the <br /> activation of the Incident Command System (ICS). The two proposed Chevrolet Tahoes <br /> will be outfitted with specific equipment needed to enable supervisors and managers to <br /> run any incident they may encounter in operations. The Chevrolet Tahoe is slightly <br /> larger than the Ford Explorer, which allows for the additional equipment that will be <br /> deployed in the field. The capabilities of this vehicle will fill a void in the Department's <br /> operational readiness and ability to handle all incidents. The vehicles will be outfitted <br /> with maps and schematics of essential infrastructure in Pleasanton. They will have <br /> larger monitors to display information to the command post or to be utilized to conduct <br /> briefings. Patrol supervisors are issued additional equipment that will be stored in the <br /> vehicles for ready deployment. The vehicles also have room in the backseat to transport <br /> passengers. <br /> Due to the operational use of the patrol vehicles and warranty periods, a 4-year life <br /> cycle has been established for replacement. Patrol vehicles operate in Code 3 <br /> conditions with frequent stop and go, long periods of idling, and high-speeds that <br /> creates significant wear and tear on the vehicle increasing the cost of maintenance after <br /> the five-year or 100,000-mile warranty period. <br /> DISCUSSION <br /> The patrol vehicles scheduled to be replaced this fiscal year are either approaching their <br /> 4-year and/or 100,000-mile warranty expiration or have exceeded maintenance costs <br /> thresholds. The total maintenance cost (excluding fuel) for the patrol vehicles scheduled <br /> to be replaced is $121 ,628.
