BACKGROUND <br /> The Library and Community Services departments were combined into the Library and <br /> Recreation Department on July 1, 2018. One of the goals identified early on by the City <br /> Manager and the Director of Library and Recreation was to have staff, particularly <br /> management staff, of the newly formed department work together in close proximity. <br /> This office remodel project was identified as the means to accomplish that goal. When <br /> the remodel is complete and staff have relocated, it will also allow the City Council <br /> priority of removing the modular buildings located behind 200 Old Bernal to move <br /> forward. <br /> Plans and specifications for the project were prepared by Jeff Katz Architecture (JKA). <br /> JKA was originally selected through a Request for Qualification (RFQ) process to <br /> prepare plans and specifications to remodel or expand the Senior Center. The Senior <br /> Center project was intended to create the office space needed to relocate the <br /> Community Services Department staff currently working within the modular building <br /> behind 200 Old Bernal Avenue. The Senior Center project would have accomplished <br /> the City Council priority of removing the modular building, however, with the subsequent <br /> creation of the Library and Recreation Department, the Senior Center project did not <br /> move forward, as the new plan to relocate staff to the library facility was established. <br /> The City requested JKA prepare biddable plans and specifications for the library project <br /> instead of the Senior Center, since the architecture skills necessary to design and <br /> prepare biddable plans and specifications for either remodel project are similar. JKA <br /> agreed to the project and two agreements between the City and JKA were subsequently <br /> processed. The first agreement, in the amount of$20,000, covered JKA's evaluation of <br /> the feasibility of remodeling the library area into the number of offices needed. This <br /> evaluation included analysis of the building structure, as well as the ability of building <br /> systems (mechanical, electrical, plumbing, HVAC, etc.) to serve the remodeled area. <br /> Upon completion of the analysis, which determined the area could be remodeled in a <br /> way that was satisfactory, a second agreement with JKA in the amount of $120,500 was <br /> processed to complete the design and prepare biddable plans and specifications for the <br /> project. <br /> Working closely with LRD staff, Operations staff, and Engineering staff, JKA completed <br /> the plans and specifications. The project was advertised for competitive bid, with bids <br /> opened on October 15, 2019. <br /> DISCUSSION <br /> According to "as-built" record drawings, the Pleasanton Library, located at 400 Old <br /> Bernal Avenue, was built by the County of Alameda as a branch library in 1988. The <br /> 1988 library building included a total of 30,302 square feet, divided into several distinct <br /> areas, with most spaces available for public access and others reserved for staff use <br /> only. As originally constructed, the staff and storage area that is the subject of this <br /> report was 2,459 square feet. In 1999, when the library became a City of Pleasanton- <br /> operated facility, it received a significant renovation. This renovation focused on <br /> improving the library entryway paving and landscaping, as well as a several changes <br /> within the library such as relocating circulation desks and installing new finishes.
