In response to Councilmember Narum's inquiry, Ms. Clark advised the fence and retaining wall are <br /> adequate for the plan. <br /> Mayor Thorne opened the public hearing. <br /> Saravana Chilla addressed City Council and noted that he and two other friends are involved in the <br /> PUD. He noted it has been their dream to be part of the Pleasanton community and noted the reasons <br /> for selecting this parcel of land. He also feels the homes will enhance the character of the downtown <br /> area and all concessions have been made to ensure adequate privacy of neighboring properties. <br /> In response to Councilmember Testa's inquiry, Mr. Chilla clarified that each home would respectively <br /> be occupied by himself and two of his friends. ' <br /> In response to Councilmember Brown's inquiry, Mr. Chilla advised the home is currently occupied by <br /> renters. He also expressed concern for changing the placement of the windows but expressed his <br /> flexibility in providing more privacy screening for each window. He also confirmed he did reach to the <br /> neighboring property owners regarding the PUD. <br /> Scott Self expressed concern regarding the project and encouraged City Council to require a higher <br /> security fence than what is currently in place today to separate the properties. Staff advised the <br /> required fence is a six foot. In response to Mr. Self's request to have the required fence height <br /> increased to eight feet, City Attorney Daniel Sodergren advised it would need to be a part of the motion. <br /> Mayor Thorne closed the public hearing. <br /> Councilmember Narum expressed support of the project and was happy to see new homes under 2500 <br /> square feet. <br /> In response to Councilmember Testa's inquiry, City Manager Fialho advised the homes are within the <br /> Alisal Elementary School, Harvest Park Middle School and Amador Valley High School. He noted all <br /> schools are subject to grade availability and advised the school district defines target capacity at the <br /> elementary school between 600 and 700, middle school 1200, and high school 2400, plus or minus <br /> 10%. He noted the City defines target capacity at the elementary school at 600, middle school at 1000, <br /> and high school at 2000 with a 10% variation. <br /> In response to Councilmember Testa's inquiry, City Manager Fialho advised the General Plan has a <br /> chapter within it called "Public Facilities and Community Programs" which has a goal within it regarding <br /> school size which notes is also subject to Board discretion and financial considerations. <br /> Councilmember Testa expressed concern regarding the enrollment capacity at the schools in the area <br /> and noted there is nothing in the General Plan for future growth. <br /> MOTION: It was m/s by Pentin/Brown to introduce and waived full reading and Ordinance No. 2199 <br /> approving the application of Saravana Chilla for a Planned Unit Development (PUD) development plan <br /> to demolish an existing home and construct three detached single-family homes and related <br /> improvements located at 3987 Stanley Boulevard, to adopt and waive full reading Resolution No. 19- <br /> 1114 approving a Growth Management Allocation as filed under Case PUD-133.
