Approve fifth amendment to agreement with Morgenroth Development in the amount of $400,000 <br /> for FY 2019/20 City renovation projects **Councilmembers Brown and Testa voted no** <br /> Councilmember Brown stated opposition to the amendment to due to their involvement in the recent <br /> demolition of a historic home and asked for the Council's support. <br /> Councilmember Testa agreed and in response to her inquiry, City Manager Fialho advised there are <br /> three on-call general contractors that staff could use in-lieu of Morgenroth Development. Morgenroth <br /> Development is the selected low-income housing rehab contractor and there could be complications if <br /> the contact is not extended. <br /> In response to Mayor Thorne's, City Manager Fialho said the contractor could not be penalized but a <br /> resolution has been reached with the property owner. He advised the Pleasanton Heritage Association <br /> to recommend making changes to the Municipal Code to strengthen the Ordinance. Changes may <br /> include a fine structure and inability for the contractor to work for the City for a period. <br /> In response to Councilmember Brown's inquiry. City Manager Fialho advised there is an annual request <br /> for proposal process for contractors to bid on a pool of city services and the current contractor list <br /> City Council Minutes Page 2 of 7 October 1, 2019 <br />
