Presentation by The Sean Brock Foundation <br /> Bobby Khullar, Managing Director of Sean Brock Foundation, provided a brief history of the <br /> foundation and invited Council and the public to the 2.2K for 22 Event on November 9th at Las <br /> Positas College. Jaime Rincon, Las Positas College, advised there would also be a blood drive <br /> during the event. <br /> 15. Public Comment <br /> Pleasanton Unified School District President Valerie Arkin, and Vice-President Steve Maher <br /> thanked Council for its support, collaboration and sponsorship with the solar parking structure <br /> project at Amador Valley High School. Mr. Maher thanked City Manager Nelson Fialho, City <br /> Traffic Engineer Mike Tassano, and Police Chief Dave Spiller for going above and beyond with <br /> their assistance. <br /> Linda Kelly expressed her concern regarding the PG&E decision to turn off power for safety <br /> reasons and thanked the City for providing timely updates and attention to the matter. <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 16. Public Hearing: Consider adoption of a resolution approving a Negative Declaration and <br /> introduction of an ordinance approving the application of Brad Hirst for a Planned Unit <br /> Development (PUD) rezoning and development plan and Conditional Use Permit to: (1) demolish <br /> the existing auto service building, Shell station canopy and 7-Eleven store; (2) construct an <br /> approximately 1,290-square-foot carwash building, an approximately 3,034-square-foot 7 Eleven <br /> convenience store, an approximately 3,311 square-foot Shell service station canopy, and related <br /> site improvements; and (3) operate a self-service fuel station with a drive-through carwash and a <br /> 7-Eleven convenience store with the sales of alcoholic beverages at 3760 and 3790 Hopyard <br /> Road, as filed under Case PUD-134. <br /> Planning Manager Ellen Clark presented a brief overview of the proposed PUD which includes <br /> demolition and reconstruction of the existing Shell Station, convenience store, demolition of the <br /> auto service building, and the construction of a new drive-through carwash. The project would be <br /> a complete reconstruction of the site and the project would merge two parcels into one. She <br /> presented the proposed site plan, site circulation, and parking proposals and noted that the City <br /> has planned improvements scheduled in the area which includes bike lanes along West Las <br /> Positas, the elimination of the free right turn lane, and the construction of a stop sign in the right <br /> turn lane to regulate traffic. <br /> Ms. Clark advised that The Church in Pleasanton had expressed concerns about separating the <br /> two properties and parking; however their concerns have been addressed with a fencing plan that <br /> includes an 18-inch retaining wall topped with 5-foot of wrought iron fencing and a 20-foot. 42- <br /> inch fence to provide better separation. <br /> Ms. Clark presented the architecture diagrams, landscape plan and reported on the project <br /> analysis which included a CEQA review, a PUD Development Plan and a Conditional Use Permit. <br /> Based on the findings, she advised that the Planning Commission and staff recommend approval <br /> subject to the conditions of approval contained in proposed resolution and ordinance. <br /> In response to Mayor Thorne's inquiry, Ms. Clark said the project which would eliminate the free <br /> right-turn lane would be before Council in 2020. <br /> In response to Councilmember Narum's questions, Ms. Clark said now that the defensive <br /> landscaping is not needed staff could review the plan and come up with something more <br /> City Council Minutes Page 3 of 6 October 15. 2019 <br />
