Public Comment from the audience regarding items not listed on the agenda — <br /> Speakers are encouraged to limit comments to 3 minutes. <br /> There were no members of the audience wishing to address the Commission. <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 3. P16-1349/PUD-121, Abbas Mash — Applications for Planned Unit Development (PUD) <br /> Rezoning and Development Plan approval to: (1) demolish the existing approximately <br /> 3,510-square-foot restaurant building; (2) rezone the subject parcel from C-F (Freeway <br /> Commercial) District to PUD-C (Planned Unit Development — Commercial) District; and (3) <br /> construct an approximately 10,980-square-foot, single-story, multi-tenant commercial <br /> building and related site improvements located at 6455 Owens Drive. Zoning for the <br /> property is C-F District. <br /> Associate Planner Eric Luchini presented the specifics of the item in the Agenda Report. <br /> Commissioner Balch inquired about the side setback which is identified as 'one and a half.' <br /> Mr. Luchini noted this was a typographical error, and the table in the agenda report reflects the <br /> current requirement is currently 20 feet, proposed to be reduced to 14 and 19 feet on the east <br /> and west sides, respectively, of the building and 13 feet on the front. <br /> Commissioner Brown inquired about putting the restaurant in the opposite end of the building <br /> where Suites A1-A2 are located. <br /> Mr. Luchini deferred to the applicant. <br /> Commissioner Balch inquired about the current zoning use of Freeway Commercial District <br /> (C-F) and confirmed that although restaurants are permitted, coffee shops, donuts and bagel <br /> uses are not called out separately; and the Planned Unit Development (PUD) would then allow <br /> for those uses, subject to a CUP. He referenced Condition No. 7 proposed by staff with respect <br /> to restaurant uses, and that the maximum allowed (3,349 square feet), would be a reduction <br /> from what was analyzed in the Traffic Impact Analysis (TIA), and that 3,349 square feet <br /> corresponds to the size of Suite A5. <br /> Mr. Luchini confirmed. <br /> Planning Commission Minutes Page 2 of 19 September 25, 2019 <br />hat would be problematic from a <br /> PP and QQ perspective, so the Commission can have that information and understand what <br /> the project would look like. <br /> Commissioner Brown asked that Ms. Amos discuss with City Traffic Engineer Mike Tassano in <br /> regard to road safety and whether there is a potential for a crossing point, for instance a <br /> flashing red pedestrian light to alert drivers that pedestrians are crossing. He also inquired <br /> about the staging area and Commissioner Balch's comments regarding the sufficiency of the <br /> staging area size and an option for a revised number of parking spaces from 16 to something <br /> greater and this viewpoint, given it has not been finalized. <br /> Ms. Clark clarified that the Commission was asking for the EIR to analyzed an increased <br /> footprint for the staging area so as not to have to re-evaluate it later on. <br /> Commissioner Brown paraphrased Commissioner Balch's comments that indicate the <br /> Commission would like to see a range for the size and spaces. <br /> Planning Commission Minutes Page 7 of 8 September 11, 2019 <br />uch uses but does not see the correlation to the current violence in the media.
