THE CITY OF <br /> ' ~ CITY COUNCIL AGENDA REPORT <br /> pLEASANTON <br /> November 5, 2019 <br /> Engineering <br /> TITLE: ADOPT A RESOLUTION ORDERING THE SUMMARY VACATION OF A <br /> PORTION OF A PUBLIC SERVICE EASEMENT LOCATED AT 3802 <br /> STANLEY BOULEVARD AND RELATED TO TRACT 8245 (IRBY <br /> RANCH) <br /> SUMMARY <br /> On August 10, 2016, the Planning Commission recommended the approval of PUD- <br /> 110, a Planned Unit Development (PUD) application by Irby Ranch, LLC to construct 87 <br /> new single-family homes and related infrastructure on an approximately 10.6-acre site, <br /> create an approximately 1.64-acre lot to be dedicated to the City for affordable housing, <br /> and establish an open space/arroyo parcel on 2.8 acres, on a combined 15.03-acre site <br /> located at 3988 First Street, 3780 Stanley Boulevard, and 3878 Stanley Boulevard. <br /> On February 7, 2017, the City Council approved PUD-110 and Vesting Tentative Map <br /> 8245 by adopting Ordinance No. 2157 and Resolution 17-914, respectively. <br /> On June 19, 2018, the City Council approved the final map, improvement plans, and <br /> subdivision agreement for Tract 8245. On August 15, 2018, Tract Map 8245 (Irby <br /> Ranch) was recorded. <br /> On September 10, 2019, Meritage realized an error had occurred when coordinating the <br /> approved site plans with the final map and requested that the City to vacate a 4-foot <br /> wide portion of the newly created existing public service easement (PSE) located at <br /> 3802 Stanley Boulevard. Staff reviewed the final map, understands the error, and <br /> determined that the new 8-inch diameter water main and the new joint trench are <br /> adequately located within the PSE that is to remain and that the 4-foot wide portion of <br /> the PSE is not necessary. However, since the map has been recorded, vacating the <br /> portion of the PSE must follow a standard process, with all utilities notified of the intent <br /> to vacate and allowed 30-days to respond. The utilities were notified and no objections <br /> to the vacation were received. Staff recommends City Council adopt the resolution <br /> vacating the portion of the PSE as requested. <br /> RECOMMENDATION <br /> 1. Adopt a resolution ordering the summary vacation of a public service easement <br /> located at 3802 Stanley Boulevard and related to Tract 8245 (Irby Ranch). <br /> FINANCIAL STATEMENT <br /> There will be no fiscal impact to the City by vacating the public service easement. <br />
