cause travel lanes to be offset through the intersection, which could require a reduction <br /> to the speed limit on Bernal Avenue in the vicinity of the intersection. This alternative <br /> would require approximately 9,250 square feet of right-of-way be acquired from the <br /> Pleasanton Hills HOA. <br /> The third alternative is to widen the intersection both to the north and to the south. This <br /> option would reduce the maximum height of the retaining wall discussed in the second <br /> alternative to 6 feet. It would also cause, but to a lesser degree, the travel lane to be <br /> offset through the intersection. This may also require a reduction in the speed limit on <br /> Bernal Avenue at the intersection. As designed, this alternative would require <br /> acquisition of 1,500 square feet of right-of-way from the PUSD, and 3,900 square feet of <br /> right-of-way from Pleasanton Hills HOA. This alternative would also require removal of <br /> the heritage trees along the PUSD property frontage. This alternative would have the <br /> second highest cost, due to the reduced retaining wall height as compared to the <br /> second alternative. <br /> After reviewing the alternatives, City staff believes the first alternative, widening to the <br /> north onto the PUSD property, to be the preferred alternative. City staff presented all <br /> three alternatives to PUSD staff and discussed the impacts associated with each. PUSD <br /> staff agreed and were supportive of the first alternative, to widen Bernal Avenue to the <br /> north. PUSD staff would now like to take these three options, along with their <br /> recommendation regarding the preferred alternative, to their Board in January of <br /> February 2020. For their Board presentation, PUSD staff would like a land value <br /> appraisal performed so the fair market value of the PUSD property needed for public <br /> right-of-way is known and can be discussed at their meeting. They would also like to <br /> show the Board how the school property frontage on Bernal Avenue, and potentially the <br /> school property frontage on First Street, will be restored or enhanced as a result of the <br /> intersection improvement project. <br /> HMH provided a proposal for a not-to-exceed amount of $22,000 for the appraisal of the <br /> PUSD property and to prepare the landscape design concepts. The appraisal will be <br /> performed in accordance with the State and Highway Code requirements for appraising <br /> right-of-way for acquisition for roadway purposes. In addition to the right-of-way, the <br /> value of temporary construction easements (beyond the right-of-way needed to <br /> construct the project) will be determined. HMH, in consultation with the City's <br /> Landscape Architect, will also develop concept boards depicting options for the <br /> landscaping restoration/enhancements along the school property frontages. <br /> Schedule <br /> PUSD staff plan to present to their Board by February 2020. City staff will then present <br /> the alternatives, along with a recommendation to complete the design of the preferred <br /> alternative, to the City Council by April 2020. Plans and specifications will be prepared <br /> over the next several months. After completion of the construction documents, the <br /> project will be advertised for bid.
