The architectural design guidelines require a minimum of 20 new 24-inch box size trees be <br /> planted on the subject lot and indicate that these trees should be located within the DDA. The <br /> proposed landscape plan includes a total of 20 new 24-inch box size trees that are planted <br /> primarily outside of the DDA. For consistency with the architectural design guidelines, staff is <br /> recommending a condition of approval requiring the applicant to modify the landscape plan <br /> such that the 20 new trees will be planted within the DDA, where space allows. Additionally, <br /> staff's recommended condition requires several of the new trees be planted on the south side <br /> of the proposed residence to help blend it into the hillside setting and help screen it from <br /> existing residences in the immediate vicinity. No existing trees are proposed for removal. <br /> Based on a recent site inspection by staff, most of the 42 developer-installed trees (planted <br /> outside of the DDA primarily on the western slope) were dead or missing. Staff has included a <br /> condition of approval requiring the dead/missing trees be replaced by the applicant in <br /> conformance with the City-approved tree replacement plan for the development. These <br /> replacement plantings would be in addition to those described above. <br /> Staff believes that, as conditioned, the proposed landscape plan will provide adequate <br /> landscaping for the site, as required by the architectural design guidelines. The proposed plant <br /> materials will add interest to the site and, as conditioned, will also soften the appearance of the <br /> home from the surrounding parcels and residences within the immediate vicinity. <br /> A fencing plan was not provided for the site. Staff has included a condition of approval that <br /> requires a fencing plan be submitted at the time of building permit plan check and that the <br /> fencing locations and details be consistent with the architectural design guidelines. <br /> Lighting <br /> The architectural design guidelines specify that all exterior lighting be designed, installed and <br /> controlled to minimize lighting on the hillsides and prevent lights from pointing directly at up-hill <br /> or adjacent properties. Building up-lighting and/or wash lighting on the building is prohibited, <br /> other than low-level lighting for pathways and entryways. In addition, wall-mounted lighting on <br /> the proposed residence should be complementary to the architectural style and consistent with <br /> the architectural design guidelines. <br /> At this time, wall-mounted lighting for the residence and low-voltage path lights are proposed. <br /> Staff believes the proposed wall-mounted lighting is complementary to the architectural style of <br /> the proposed residence. A condition of approval requires the applicant provide details of the <br /> wall-mounted lights to ensure they are consistent with the architectural design guidelines' <br /> requirements for preventing light pollution. <br /> DESIGN REVIEW CRITERIA <br /> The Pleasanton Municipal Code Section 18.20 sets forth the criteria to be addressed in <br /> reviewing a Design Review application. These criteria are set forth in the draft Resolution <br /> included as Exhibit A, and includes preservation of natural beauty, relationship of the <br /> residence with the streetscape and surroundings, compatibility of architecture, among other <br /> criteria.
