She recommended that Council authorize the City to join the EBCE CCA and direct <br /> staff to initiate a timeline of formal actions by Council to achieve the objective in the calendar year <br /> 2021 and said next steps for EBCE would include conducting its internal technical analysis, allow <br /> their Board to review the technical analysis and consider Pleasanton's membership and vote on a <br /> Resolution to include Pleasanton. Once approved, EBCE would update the JPA and file and <br /> amended implementation plan to the CPUC before the end of the year. Beginning in 2020, a <br /> member of of the Council is entitled to a seat on the EBCE Board of Directors and community <br /> outreach would begin, with enrollment in EBCE most likely begin in spring 2021. <br /> In response to Mayor Thorne's inquiry, Mr. Reda clarified the weight-based voting and <br /> governance structure of the EBCE.
